This article identifies four frames of corruption in the discourse of three leaders of Operation Lava Jato, also known in English as Operation Car Wash, a large-scale Brazilian anticorruption operation (2014–2021). These frames are inequality, hidden pact, backwardness, and chronic disease. The frames were identified by analyzing a wide set of press interviews, opinion articles, and books by two prosecutors and one judge whose work has revealed scandals involving the state oil company Petrobras. The operation had a major impact on politics and the economy and left a controversial legacy. We noticed a contradiction between one frame invoking judicial activism (inequality) and three frames focusing on specific techniques that appeal to a more conventional view on the judiciary’s role (hidden pact, backwardness, and chronic disease). Furthermore, even when scholars were still largely positive about the operation, the discourse showed signs of judicial activism. This analysis contributes to the debate on Lava Jato and judicial activism by focusing on discourse rather than action.
Clientelism is traditionally viewed as a mechanism through which patrons exert control over clients. Drawing on qualitative data from three municipalities in Santiago, Chile, and building on literature that emphasizes client agency, this article explores a variant of clientelism in which clients initiate and enforce clientelistic relationships. The findings suggest that these two forms of clientelism can differently impact a crucial aspect of democracy: horizontal accountability. Client-driven clientelism compels patrons to seek resources for distribution, rendering them susceptible to influence by those who can grant them access to these resources. When patrons are tasked with accountability roles and the resource providers are subject to their oversight (as in the relationship between municipal councilors and mayors), the providers can deter these accountability functions. In contrast, patrons with independent access to resources can better preserve their autonomy.
This groundbreaking book delves into the underexplored realm of agrarian elites and their relationship to democracy in Latin America. From Colonial Cuba to Madrid examines the largest and most complex freedom suit litigated in the highest court of the Spanish empire at the end of the eighteenth century. Filed by hundreds of re-enslaved Afro descendant people who had lived in quasi-freedom in eastern Cuba for more than a century, this action drew on local customary practices and broader cultural, political, and legal discourses rooted in the Spanish Atlantic world to put forward novel claims to collective freedom and native based rights at a time when questions of slavery, freedom, and citizenship were igniting in many parts of the Atlantic world. Intersecting law, society studies, and the history of slavery, María Elena Díaz offers a carefully researched study of one of the few communities of Afro descendants that managed to secure freedom and political and legal recognition from the Spanish crown during the colonial period.
As Latin America's flagship 'racial democracy,' Brazil is famous for its history of race mixture and fluid racial boundaries. Traditionally, scholars have emphasized that this fluidity has often led to whitening, where individuals seek classification in white, or lighter, racial categories. Yet, Back to Black documents a sudden reversal in this trend, showing instead that individuals are increasingly opting to identify with darker, and especially black, racial categories. Drawing on a wealth of quantitative and qualitative data, David De Micheli attributes this sudden reversal to the state's efforts at expanding access to education for the lower classes. By unleashing waves of upward mobility, greater education increased individuals' personal exposure to racial hierarchies and inequalities and led many to develop racial consciousness, further encouraging black identification. The book highlights how social citizenship institutions and social structures can work together to affect processes of identity politicization and the contestation of inequalities.
The article analyses an original database of 177 Latin American women activists killed that had some connection with feminist social movements from 2015 to 2023. A growing body of literature has focused on the killings of socio-environmental activists in Latin America and where they occurred. However, their activisms are under-researched, precisely because feminist social movements and activists have frequently been killed while advocating for women’s rights in the subcontinent. This article focuses on the circumstances, a few reasons portrayed in newspaper events, and the perpetrators of such violence. Based on a literature review, I argue that taking into account the recent narcodynamics of the region, it is possible to understand such violence within the context of drug-related violence, but also—and more likely—to consider those killings as political feminicides. Political feminicides are then examined largely through transfeminicides and peasant/communitarian activists.
What explains voter attitudes toward immigration in Latin America? This article argues that increased refugee arrivals moderate the impact of social identities on immigration attitudes. We propose that informational cues associated with increased immigration make cosmopolitan identities less important—and exclusionary national identities more important—determinants of immigration preferences. Analyzing 12 Latin American countries from the 2017–2022 wave of the World Values Survey, we demonstrate that cosmopolitanism is positively associated with pro-immigration attitudes, but only in countries experiencing low-to-moderate refugee inflows. Conversely, nationalism is negatively associated with pro-immigrant attitudes, and increasingly so as refugee inflows increase. The uneven distribution of refugee migration has therefore reshaped public opinion in Latin America by moderating the effects of competing social identities (i.e., cosmopolitanism and nationalism). These findings contribute to broader debates on the behavioral impacts of immigration by highlighting an indirect mechanism by which increased immigration may generate anti-immigrant hostility.
This chapter focuses on micro encounters engendered by the Yale Peruvian Expedition, exploring via textual and photographic evidence the racial scientific research that shaped encounters in Peru between expedition members and Indigenous and Mestizo peoples, some of whom served as the expedition’s workers and assistants. Reading these sources in relation to the broader context of rural unrest in the Cusco region, the emergence of an urban and university-based indigenista movement that promoted the study of Indigenous peoples, and the rise of American-led expedition science, Warren questions how different groups imagined and contested the moral and ethical dimensions of such work. He argues that when measured and photographed, Indigenous and Mestizo research subjects ultimately subverted the expedition’s efforts to document accurate visual depictions of racial types. Drawing on the concept of ethnographic refusal in Indigenous Studies while also identifying other forms of engagement, Warren criticizes the univocal conception of moral fields as the possession of imperial researchers but not of Indigenous and Mestizo people subjected to their gaze.
This chapter rethinks Indigenous bodies and remains as unstable sources of scientific knowledge during a period of great violence and settler expansion: the late nineteenth-century incursions into Indigenous lands in Southern Argentina. Rodriguez compares the experiences of two prominent anthropologists, one an outsider (the German Rudolf Virchow) and one an insider-outsider (Argentine scientist Francisco P. Moreno) to show how their methods both overlapped and diverged based on their positionality. Rodriguez reads the scientists’ reports of their own emotive states as well as their interpretation of Indigenous peoples’ against the grain, revealing that underneath the authoritative scientific conclusions lay uncertainty and unease.
This chapter serves as one of two epilogues to this volume. In it, María Elena García focuses on three main themes: (1) the authors’ encounter with Indigenous Studies; (2) the importance of engaging with Native ideas of affect; and (3) the significance of thinking with haunting and ghosts as central to reimagining the history of science in the Americas. García explores the possibilities and limitations of placing Indigenous Studies next to decolonial scholarship and reflects on how or if this approach offers transformative frameworks for writing about and practising the “human sciences.” She also offers some thoughts about the place and significance of the more-than-human in this book, with a particular focus on ghosts, spirits, bones, and other entities that haunt the history of the human sciences. Finally, García takes inspiration from theorists engaging in multisensorial analysis to consider the “structures of feeling” that were both part of the extractive and colonial mode of the human sciences, and that might also emerge once we center Indigenous Studies values like radical relationality, reciprocity, and accountability in our writing, teaching, and mentorship.
This chapter examines the published work and careers of American conservationist William Vogt and Brazilian physician-geographer Josué de Castro during the early Cold War. It emphasizes the different affective strategies that the two men employed to persuade readers of their competing positions regarding the relationship between human population, arable land, food supply, and global security. As a briefly prominent intellectual from the global South, De Castro challenged the emerging, US-led consensus that population control was essential for economic development. Based on his own experiences among marginalized Brazilians, De Castro viewed Vogt’s concern with “carrying capacity” limits as an imperialist imposition on the autonomy of less empowered people. He feared that prioritizing population reduction as the solution to resource scarcity would undermine movements for social and economic transformation, such as agrarian reform in rural Latin America. With little personal experience of the world’s poor, Vogt projected a pessimistic vision of the future on continents overrun by desperate, starving hordes. De Castro’s contrasting vision, on the other hand, stemmed from frequent encounters with the chronically hungry and a more sympathetic understanding of their plight.
This epilogue closes the volume by inviting us to reflect on the afterlives of culturally significant items when they are returned to the original Native communities. Examining Harvard University’s Peabody museum’s return of a totem pole to the Gitxaała Nation in late 2022 followed by a ceremony in the museum a few months later in Spring 2023 Soto Laveaga ponders what it means to close “a circle that should never have been opened” as a member of the Gitxaała Nation described. How will narratives of troubling encounters like this one be narrated in the future when a coda explains that, hopefully, an object has been returned? How will museums curate spaces vacated by objects that were never meant to be exhibited on walls or in cases? Moreover, how will the stories be told when ancestrally powerful objects imbued with living spirits return home? As we enter a new era of repatriation centered on respect and reciprocity, this epilogue reminds us that when it comes to collecting, the human sciences, and Indigenous people the story remains far from finished.
This chapter probes the relation of both science and Indigeneity to nationalism – and of all of these to gender. Rosemblatt focuses on a controversy that began in 1949–1950, when remains said to have belonged to Cuauhtémoc, the last Mexica emperor, were found buried in Ixcateopan, Guerrero. Two official commissions denied the authenticity of the burial, but local officials, along with the broader public, found the story expedient, and anthropologist Eulalia Guzmán lent support to their view. Intellectuals who grounded Mexican greatness in their own cosmopolitan scientific neutrality faced off against those who stressed the Indigenous roots of Mexican national identity. The episode reveals differing views of what constituted scientific proof and how science and indigeneity were related to nationalism and politics more generally. Because the pro-authenticity group was led by a woman, it provides a window onto the gendering of scientific authority. The village of Ixcateopan, the chapter argues, actively engaged science along with Guzmán and her allies.
