In recent decades a great expansion has occurred in world environmental organization, both governmental and nongovernmental, along with an explosion of worldwide discourse and communication about environmental problems. All of this constitutes a world environmental regime. Using the term regime a little more broadly than usual, we define world environmental regime as a partially integrated collection of world-level organizations, understandings, and assumptions that specify the relationship of human society to nature. The rise of an environmental regime has accompanied greatly expanded organization and activity in many sectors of global society. Explaining the growth of the environmental regime, however, poses some problems. The interests and powers of the dominant actors in world society—nation-states and economic interests—came late to the environmental scene. Thus these forces cannot easily be used to explain the rise of world mobilization around the environment, in contrast with other sectors of global society (for example, the international economic and national security regimes).

Recent studies of public attitudes toward trade have converged on one central finding: support for trade restrictions is highest among respondents with the lowest levels of education. This has been interpreted as strong support for the Stolper-Samuelson theorem, the classic economic treatment of the income effects of trade that predicts that trade openness benefits those owning factors of production with which their economy is relatively well endowed (those with skills in the advanced economies) while hurting others (low-skilled workers). We reexamine the available survey data, showing that the impact of education on attitudes toward trade is almost identical among respondents in the active labor force and those who are not (even those who are retired). We also find that, while individuals with college-level educations are far more likely to favor trade openness than others, other types of education have no significant effects on attitudes, and some actually reduce the support for trade, even though they clearly contribute to skill acquisition. Combined, these results strongly suggest that the effects of education on individual trade preferences are not primarily a product of distributional concerns linked to job skills. We suggest that exposure to economic ideas and information among college-educated individuals plays a key role in shaping attitudes toward trade and globalization. Contemporary balance-of-power theory has become too parsimonious to yield determinate predictions about state alliance strategies in multipolarity. Kenneth Waltz's theory predicts only that multipolarity predisposes states to either of two opposite errors, which this article characterizes as chain-ganging and buck-passing. To predict which of these two policies will prevail, it is necessary to complicate Waltz's theory by adding a variable from Robert Jervis's theory of the security dilemma: the variable of whether offense or defense is perceived to have the advantage. At least under the checkerboard geographical conditions in Europe before World Wars I and II, perceived offensive advantage bred unconditional alliances, whereas perceived defensive advantage bred free riding on the balancing efforts of others.

Over the last decade, international regimes have become a major focus of empirical research and theoretical debate within international relations. This article provides a critical review of this literature. We survey contending definitions of regimes and suggest dimensions along which regimes vary over time or across cases; these dimensions might be used to operationalize “regime change.” We then examine four approaches to regime analysis: structural, game-theoretic, functional, and cognitive. We conclude that the major shortcoming of the regimes literature is its failure to incorporate domestic politics adequately. We suggest a research program that begins with the central insights of the interdependence literature which have been ignored in the effort to construct “systemic” theory.

Research appears to substantiate the liberal conviction that trade fosters global peace. Still, existing understanding of linkages between conflict and international economics is limited in at least two ways. First, cross-border economic relationships are far broader than just trade. Global capital markets dwarf the exchange of goods and services, and states engage in varying degrees of monetary policy coordination. Second, the manner in which economics is said to inhibit conflict behavior is implausible in light of new analytical insights about the causes of war. We discuss, and then demonstrate formally, how interdependence can influence states' recourse to military violence. The risk of disrupting economic linkages—particularly access to capital—may occasionally deter minor contests between interdependent states, but such opportunity costs will typically fail to preclude militarized disputes. Instead, interdependence offers nonmilitarized avenues for communicating resolve through costly signaling. Our quantitative results show that capital interdependence contributes to peace independent of the effects of trade, democracy, interest, and other variables.

Political decentralization is widely believed to reduce ethnic conflict and secessionism in the world today. Yet decentralization is more successful in reducing conflict and secessionism in some countries than in others. In this article, I explore why this difference occurs. I demonstrate using a statistical analysis of thirty democracies from 1985 to 2000 that decentralization may decrease ethnic conflict and secessionism directly by bringing the government closer to the people and increasing opportunities to participate in government, but that decentralization increases ethnic conflict and secessionism indirectly by encouraging the growth of regional parties. Regional parties increase ethnic conflict and secessionism by reinforcing ethnic and regional identities, producing legislation that favors certain groups over others, and mobilizing groups to engage in ethnic conflict and secessionism.Earlier versions of this article were presented at Harvard University and the Center for the Study of Democratic Politics at Princeton University. Theories of the product cycle, hegemony, and the world system are used to analyze the creation and development of the Northeast Asian political economy in this century. Japan, South Korea, and Taiwan have each developed in a particular relationship with the others; the three taken together form a hierarchical, constantly interacting political-economic unit. During the period of colonial rule Japan was unique in building an imperial economic unit marked by a strong role for the state (whether in Tokyo or Taipei), by a tight, integral Unking of all three nations into a communications and transport network running toward the metropole, and by a strategy of both using the colonies for agricultural surpluses and then locating industries there. After 1945 a diffuse American hegemony replaced Japan's unilateral system, but elements of the prewar model have survived: strong states direct economic development in South Korea and Taiwan (here termed “bureaucratic-authoritarian industrializing regimes”); both countries are receptacles for Japan's declining industries; and both countries develop in tandem, if in competition, with each other. The most recent export-led competition has seen Taiwan succeed where South Korea has (temporarily?) failed, leaving Seoul in an export-led “trap,” burdened with rapidly increasing external debt. Taiwan, furthermore, has industrialized relatively free of social disruption, whereas Korean society resisted its transformation at Japanese hands and remains more rebellious today. There can be one Japan and one Taiwan, but not two or many of either, in the world economy.

Globalization transforms collective action in domestic and international politics. As the scale of markets widens and as economic organization becomes more complex, the institutional scale of political structures can become insufficient for the provision of an appropriate range of public goods. A process of this sort occurred prior to the emergence of the modern nation-state, which itself constituted a paradigmatic response to this predicament. Today, however, a complex process of globalization of goods and assets is undermining the effectiveness of state-based collective action. Overlapping “playing fields” are developing, made up of increasingly heterogeneous—transnational, local, and intermediate—arenas. The residual state retains great cultural force, and innovative projects for reinventing government are being tried. Nevertheless, the state's effectiveness as a civil association has eroded significantly, and this may lead to a crisis of legitimacy.

Scholars of development have learned a great deal about what economic institutions do, but much less about the origins of such arrangements. This article introduces and assesses a new political explanation for the origins of “developmental states”—organizational complexes in which expert and coherent bureaucratic agencies collaborate with organized private sectors to spur national economic transformation. Conventional wisdom holds that developmental states in South Korea, Taiwan, and Singapore result from “state autonomy,” especially from popular pressures. We argue that these states' impressive capacities actually emerged from the challenges of delivering side payments to restive popular sectors under conditions of extreme geopolitical insecurity and severe resource constraints. Such an interactive condition of “systemic vulnerability” never confronted ruling elites in Indonesia, Malaysia, the Philippines, or Thailand—allowing them to uphold political coalitions, and hence to retain power, with much less ambitious state-building efforts.Authors listed alphabetically. Economic regionalism appears to be growing rapidly. Why this has occurred and what bearing it will have on the global economy are issues that have generated considerable interest and disagreement. Some observers fear that regional economic institutions—such as the European Union (EU), the North American Free Trade Agreement (NAFTA), Mercosur, and the organization of Asia-Pacific Economic Cooperation (APEC)—will erode the multilateral system that has guided economic relations since the end of World War II, promoting protectionism and conflict. Others argue that regional institutions will foster economic openness and bolster the multilateral system. This debate has stimulated a large and influential body of research by economists on regionalism's welfare implications.

There is not much significant theorizing outside America and, within America, most recent theorizing has tended to become more abstract or else has falsely assumed that the United States is no longer a hegemonic power. But rather than criticize what has been done, I shall outline a different approach, identifying four major global structures—security, production, finance, and knowledge—within which states, corporate enterprises, and others operate. I conclude that America is dominant in all four structures. International studies therefore ought to develop a theory of empire which can be applied by U.S. policymakers, if these studies are to have any basis in reality and any practical use.

A belief in alien abduction is an emotional belief, but so is a belief that Iran intends to build nuclear weapons, that one's country is good, that a sales tax is unjust, or that French decision makers are irresolute. Revolutionary research in the brain sciences has overturned conventional views of the relationship between emotion, rationality, and beliefs. Because rationality depends on emotion, and because cognition and emotion are nearly indistinguishable in the brain, one can view emotion as constituting and strengthening beliefs such as trust, nationalism, justice or credibility. For example, a belief that another's commitment is credible depends on one's selection (and interpretation) of evidence and one's assessment of risk, both of which rely on emotion. Observing that emotion and cognition co-produce beliefs has policy implications: how one fights terrorism changes if one views credibility as an emotional belief.

I apply nominate scaling to analyze a database of Cold War and post–Cold War roll call votes in the United Nations General Assembly. I investigate the dimensionality and stability of global conflict as well as the substantive content of the voting alignments that have replaced the Cold War East-West dimension. I find that post–Cold War conflict in the UN General Assembly is mostly one-dimensional. This single dimension positions countries on a continuum that runs from a group of Western countries at one extreme to a “counterhegemonic” bloc of countries that frequently clashes with the West, and the United States in particular. Levels of democracy and wealth are important independent determinants of the voting behavior of states. The positions of countries along the single dimension are remarkably stable across time, issue area, and issue importance. Except for the Eastern European countries switching sides, they are very similar to the positions on the Cold War East-West dimension. Contrary to expectations, post–Cold War conflict shows little resemblance to Cold War North-South conflict.

In many issue-areas, the world is witnessing a move to law. As the century turned, governments and individuals faced the following international legal actions. The European Court of Human Rights ruled that Britain's ban on homosexuals in the armed forces violates the right to privacy, contravening Article 8 of the European Convention on Human Rights. The International Criminal Tribunal for the Former Yugoslavia indicted Yugoslav president Slobodan Milosevic during a NATO bombing campaign to force Yugoslav forces out of Kosovo. Milosevic remains in place in Belgrade, but Austrian police, bearing a secret indictment from the International Criminal Tribunal, arrested a Bosnian Serb general who was attending a conference in Vienna. In economic affairs the World Trade Organization (WTO) Appellate Body found in favor of the United States and against the European Union (EU) regarding European discrimination against certain Latin American banana exporters. A U.S. district court upheld the constitutionality of the North American Free Trade Agreement (NAFTA) against claims that its dispute-resolution provisions violated U. S. sovereignty. In a notable environmental judgment, the new Law of the Sea Tribunal ordered the Japanese to cease all fishing for southern bluefin tuna for the rest of the year.

The institutions of global governance have changed dramatically in recent years. New organizational forms—including informal institutions, transgovernmental networks, and private transnational regulatory organizations (PTROs)—have expanded rapidly, while the growth of formal intergovernmental organizations has slowed. Organizational ecology provides an insightful framework for understanding these changing patterns of growth. Organizational ecology is primarily a structural theory, emphasizing the influence of institutional environments, especially their organizational density and resource availability, on organizational behavior and viability. To demonstrate the explanatory value of organizational ecology, we analyze the proliferation of PTROs compared with the relative stasis of intergovernmental organizations (IGOs). Continued growth of IGOs is constrained by crowding in their dense institutional environment, but PTROs benefit from organizational flexibility and low entry costs, which allow them to enter “niches” with limited resource competition. We probe the plausibility of our analysis by examining contemporary climate governance.

International regimes can be understood as results of rational behavior by the actors—principally states—that create them. Regimes are demanded in part because they facilitate the making of agreements, by providing information and reducing transactions costs in world politics. Increased interdependence among issues—greater ‘issue density’—will lead to increased demand for regimes. Insofar as regimes succeed in providing high quality information, through such processes as the construction of generally accepted norms or the development of transgovernmental relations, they create demand for their own continuance, even if the structural conditions (such as hegemony) under which they were first supplied, change. Analysis of the demand for international regimes thus helps us to understand lags between structural change and regime change, as well as to assess the significance of transgovernmental policy networks. Several assertions of structural theory seem problematic in light of this analysis. Hegemony may not be a necessary condition for stable international regimes; past patterns of institutionalized cooperation may be able to compensate, to some extent, for increasing fragmentation of power.

This article explains how consensus decision making has operated in practice in the General Agreement on Tariffs and Trade/World Trade Organization (GATT/WTO). When GATT/WTO bargaining is law-based, consensus outcomes are Pareto-improving and roughly symmetrical. When bargaining is power-based, states bring to bear instruments of power that are extrinsic to rules, invisibly weighting the process and generating consensus outcomes that are asymmetrical and may not be Pareto-improving. Empirical analysis shows that although trade rounds have been launched through law-based bargaining, hard law is generated when a round is closed, and rounds have been closed through power-based bargaining. Agenda setting has taken place in the shadow of that power and has been dominated by the European Community and the United States. The decision making rules have been maintained because they help generate information used by powerful states in the agenda-setting process. Consensus decision making at the GATT/WTO is organized hypocrisy, allowing adherence to the instrumental reality of asymmetrical power and the sovereign equality principle upon which consensus decision making is purportedly based.

Why have trends in government welfare spending in developing countries diverged from those in developed countries? I address this question by investigating the effects of capital and trade flows on government welfare spending in fifty-three developing countries. Using an original measure of labor power in developing countries, I test the links between international markets, labor's political strength, and the welfare state. I argue that labor's collective-action problems, caused by large populations of low-skilled and surplus workers, offset labor's potential political gains from globalization. I show that when the proportion of low-skilled workers in a nation is high, globalization will lead to a decline in welfare spending. Most significantly, the results suggest that in nations where labor-market institutions are not yet well developed, government social-welfare spending is constrained by international market, forces.

International institutions that include an escape clause generate more durable and stable cooperative international regimes and are easier to achieve ex ante. The escape clause is endogenous in a model of repeated trade-barrier setting in the presence of symmetric, two-sided, political uncertainty. They permit, along the equilibrium path, countries to temporarily deviate from their obligations in periods of excessive, unexpected political pressure at some prenegotiated cost. The architects of international agreements optimally choose a cost so that escape clauses are neither too cheap to use (encouraging frequent recourse, effectively reducing the benefits of cooperation) nor too expensive (making their use rare and increasing the chance of systemic breakdown). The international institution's crucial role is to provide information, verifying that the self-enforcing penalty has been paid (voluntarily), rather than to coerce payment. Escape clauses also make agreements easier to reach initially. Their flexibility reassures states that the division of the long-term gains from the agreement is not immutable.
