In his paper “Actuarial Activity in General Insurance in the Northern Countries of Europe” L. Wilhelmsen gives amongst other things an account of the work carried on by Centralstället för nordisk ömsesidig Brandförsäkringsstatistik (CNÖB, the Northern Central Office for Fire Insurance Statistics from Mutual Companies). In this he states that one part of the organisation's work is the carrying out of special investigations of current problems with material collected on each occasion for the purpose.

The object of this paper is to report investigations carried out in CNÖB on the connection between temperature and risk premium in fire insurance. The material used is made up exclusively of civil risks (buildings) and the material has been taken from Sweden and Norway. The background to the investigation consists in the fact that in Scandinavia the risk premiums for fire insurance show an apparent geographical variation, in that the amount clearly increases in the most northerly provinces.

As we know that the fire damage directly or indirectly caused by heating systems (chimney fires, cracked building blocks, embers from fireplaces or chimneys etc.) represents a large proportion of the damage in civil risks (40-50%, in some materials 60% or more), that the proportion is greatest in the northern parts and that in the Swedish material about 50% of the damage in any one area falls in the four months December to March, it is quite reasonable to trace the influence of the temperature factor behind the geographical variation; the colder the climate, the more lighting of fires and the more damage. This line of argument is connected exclusively to the frequency of damage; we shall return later to the mean degree of damage.

In the socialist countries, where insurance — like the other primary sectors of the national economy — has been nationalized and is conducted by a single state-owned insurance company, a whole number of actuarial problems have arisen. These are problems which either did not interest the private insurance companies or else were marginal questions for them, of no great practical importance. The actuarial problems which have cropped up or have acquired particular importance in the conditions of socialist economy, include questions connected with evaluation of the efficiency of outlays for the insurance company's preventive activities intended to restrict the number and scope of chance damages). Henceforth we shall refer to expenditures of this sort as preventive outlays /expenditures/.

One of the initial problems pertaining to the preventive activities of the state insurance monopoly is one which could be called the optimum structure of the trends of activities to prevent chance damages.

We present the problem in the most simple form, formulating it so that it can be solved by generally-known calculus methods employed in linear programming (e.g. the simplex method given by G. B. Danzig in 1951).

Let us assume that in a given period, e.g. in a year, the insurance company allocates a certain sum I for preventive purposes. Realization of these outlays is expected to reduce damage payments made by the insurance company during that period; let us call that decrease Q, the „savings” obtained by the insurance company.

J'ai longtemps hésité à donner cette conférence. J'ai craint de déborder largement le cadre des thèmes proposés à Rättvik. Cependant, je pense que la question que je voudrais exposer se rattache plus ou moins à la question que nous avons discutée aujourd'hui et qui consiste à choisir pour un risque déterminé la fonction de distribution adéquate.

Ma première réflexion à ce sujet pourra paraître surprenante: je ne suis pas du tout convaincu que nous devons toujours et à tout prix essayer de trouver une représentation analytique du risque étudié. Remarquons que l'on ait ou non une telle possibilité, elle ne change rien au fait que l'on a traité dans le passé et que l'on continue à pratiquer l'assurance des risques divers sans avoir une représentation mathématique plus au moins bien approchée de la fonction de répartition du risque couru).

Il y a, par ailleurs, de bonnes raisons de craindre que l'on arrive jamais à une solution unique; en effet ce qui intéresse la Compagnie cédante c'est la partie de la fonction de répartition qui correspond aux petits et moyens sinistres: par contre pour le réassureur c'est la partie relative aux grands sinistres qui importe. Comme dès lors, en pratique, c'est le réassureur qui imposera la distribution correspondant à ses propres risques et qui sera définie à l'échelle internationale. Celle-ci sera tout naturellement différente de celle admise par la Compagnie cédante pour une production plus locale. Il y a là, en fait, des exigences pratiques qui conduisent à des solutions multiples.

Le calcul de la prime de l'assurance Incendie des bâtiments se trouve compliqué par le fait qu'il doit tenir compte, non seulement du bâtiment assuré, mais également des immeubles voisins.

Si deux bâtiments sont suffisamment éloignés, le risque qu'un incendie se propage de l'un à l'autre est minime, mais le risque de contiguïté, et par conséquent d'incendie total, est d'autant plus grand que leur distance est plus faible.

La mesure dans laquelle le risque de contiguïté doit être retenu pour la tarification est un des problèmes les plus importants que l'Actuaire a à résoudre en assurance Incendie.

Pour qu'un incendie puisse s'étendre à d'autres bâtiments, le feu doit embrasser d'abord les éléments extérieurs du bâtiment assuré, c'est-à-dire les murs, la cheminée, la toiture ou les constructions en bois attenantes. Nous appellerons de tels incendies: incendies extérieurs par opposition à incendies intérieurs qui n'embrassent que le contenu du bâtiment et les aménagements intérieurs.

Par risque propre d'un bâtiment nous entendons l'indemnité moyenne annuelle de sinistre, sous la condition que ce bâtiment ne soit pas exposé au risque de contiguïté d'autres immeubles.

Le risque propre se divise en une fraction qui concerne les incendies intérieurs et une autre fraction concernant les incendies extérieurs,

Le deuxième terme Re peut être exprimé par le produit de la probabilité d'un incendie extérieur et de l'indemnité moyenne de cet incendie, soit

Les éléments de ce risque propre peuvent être observés pour différents groupes de risques, c'est-à-dire chaque groupe comprenant des bâtiments d'un même genre, par exemple en ce qui concerne leur construction, leur dimension ou leur destination.

In a paper entitled “An Attempt to Determine the Optimum Amount of Stop Loss Reinsurance” (XVIth Int. Congr. Act. Bruxelles 1960) Karl Borch has shown that, if the reinsurance premium is given, the smallest variance of the cedent's payments is obtained by a stop-loss reinsurance contract. Paul Markham Kahn, in “Some Remarks on a Recent Paper by Borch”, a paper read to the 1961 Astin Colloquium, has given an elegant proof of this theorem which appears to apply also to cases not considered by Borch. In this paper we study the problem from the reinsurer's point of view and it will be seen that, under natural conditions which are also used in the proof of the Borch-Kahn theorem, the minimum variance of the reinsurer's payments is obtained by a quota contract. This focusses attention on a peculiar opposition of interests of the two partners of a reinsurance contract. However, we do not enter any further into the investigation of a possible resolution of this conflict.

We study a problem concerning the division of risk between a cedent and his reinsurer. The risk may refer to a whole portfolio (in which case one might consider a Stop-Loss contract), or to a single contract (when an Excess-Loss contract is a possibility). We shall here use the nomenclature of a portfolio reinsurance.

Let it be assumed that a function F(x) is known which gives the probability of a total claim not exceeding x. We have then in Stieltjes integral notation

The two partners to a reinsurance arrangement agree that the reinsurer reimburses m(x).x out of a claim of x, where m(x) is a continuous and differentiate function of x and o ≤ m(x) ≤ 1.

The estimation of stop loss premiums can be based on some knowledge about the distribution function of the sum of all claims in a year (assuming that the stop loss insurance relates to a period of one calender year). Generally speaking there are two methods to obtain this knowledge about the distribution function.

1. The first method is to construct a distribution function from data concerning:

a. the distribution function of the number of claims per year, taking into account the variability of the parameter(s) of this distribution function.

b. the distribution function of the insured sums.

c. the distribution function of partial claims.

d. the correlation between the insured sum and the probability of occurring of a claim.

e. the probability of contagion.

2. The second method is to derive a distribution function from the year's totals of claims over a long series of years, expressed in e.g: units of the totals of insured sums in that years.

In practice it is often difficult to find a useful basis to apply one of these methods. Data concerning the distribution function of the number of claims per year, of the insured sums, and of partial claims are mostly available, but often nothing is known about the correlation between the insured sum and the probability of occurring of a claim.

The second method is mostly not applicable because, if the year's totals of claims over a long series of, by preference recent, years are available, these data often turn out to be heterogeneous or to be correlated with time. If, in that case, only the data of the most recent years are used, the number of these data is often a too small basis for the construction of a distribution function.

Les accidents d'automobiles surviennent lorsqu'il se produit un ensemble de circonstances défavorables plus ou moins fortuites. Ces circonstances sont liées au véhicule, à son conducteur, à l'usage qui en est fait, à la région dans laquelle il circule et à beaucoup d'autres faits souvent difficiles à caractériser.

L'assureur ne peut évidemment connaître qu'une faible partie de ces caractéristiques, c'est pourquoi il considère la survenance de l'accident comme un fait aléatoire. Cependant, les dépouillements statistiques des nombres d'accidents arrivés à des véhicules ayant un même ensemble de caractéristiques montrent que la fréquence moyenne, c'est-à-dire le nombre d'accidents survenus divisé par le nombre de voitures-année, varie avec cet ensemble de caractéristiques communes qui constitue alors une classe du tarif d'assurance. La détermination du montant de la prime à demander pour garantir le véhicule est alors faite par l'assureur en demandant une prime hiérarchisée selon la fréquence moyenne et selon le coût moyen des sinistres de la classe du tarif.

Si l'on ajoutait de nouveaux critères de tarification à ceux déjà utilisés, il est évident qu'on trouverait une diversification plus grande des primes; ceci montre donc qu'à l'intérieur d'une classe de tarif tous les risques des véhicules ne sont pas égaux.

Dans la présente étude, nous rechercherons d'abord quelle part de l'hétérogénéité des risques des voitures est utilisée par les diverses caractéristiques figurant dans le tarif français d'assurance de la responsabilité civile des propriétaries de véhicule. Nous rechercherons alors s'il existe une limite à la précision du tarif.

On March 10th, 1961, the majority of the Swedish Automobile Insurance Companies introduced a remarkable novelty in automobile insurance rating, a rating plan for private passenger cars partly based on a recent statistical investigation of the variation of risk with some characteristics of the driver and the vehicle. These characteristics had not until then been used for classification purposes, nor had they been studied in our current experience.

For a long time the Swedish rating plan has classified private passenger cars by geographical district (3), merit class or „bonus class” (7) and (for Auto Physical Damage only) horsepowers (8). Teetotallers enjoy a special discount of 20%.

In spite of this rather far-going subdivision, founded on an elaborate statistical experience it was quite obvious that some important element was missing, as different companies operating in the same market showed significantly deviating underwriting experience. The tariff association „Svenska Bilförsäkringsföreningen” (SBF) and some other independent companies agreed to make a special investigation to find the cause of this adversity. A small committee was appointed to handle the question. From the start it was clear that some kind of inquiry had to be made among the policy holders of the participating companies. The information we needed was if and how different attributes such as sex, age, marital status, occupation, use of the car, annual mileage etc. influenced the risk. To inquire all of our private passenger carowners would have been too costly so we had to choose between a random sample and some other kind of limitation.

Besides its well known applications, the collective risk theory has recently also been applied to problems connected with the so called Experience Rating. This term is used to define a method of premium calculation in insurance business which is based partially or totally on the individual experience of the particular risk involved. It is obvious that Experience Rating is essentially applicable to collective insurances which contain no saving element. In practical applications various possibilities may be considered.

The collective theory of risk provides an efficient calculus for the analysis of the various forms of Experience Rating and in paper [3] a particular form of Experience Rating for collective insurances is examined. It is there assumed that the collective risk premium is based on experience derived from non-individual observations. If any cost loading is disregarded, the net premium is given by the relation P′ = (I + λ) P, where λ is a security factor and P the part of the premium covering the expected claims cost.

A premium refund

is to be deducted from the basic net premium P′. In this formula α′ and β are suitable numerical values and S means the due sum to be paid out for claims. Hence the net cost to the group considered depends on the actual claims S and therefore takes into account the individual claims experience. It may be shown that for β = I the form of Experience Rating considered is equivalent to a stop loss cover. The general case with β ≠ I represents a combination of ordinary insurance cover and stop loss cover.

Risk Theory for Life Insurance is simplified by the fact that the distribution Ψ (x) of claim amounts x approximately coincides with the distribution of “Risk sums” (not exactly, owing to differaences in the claim frequency with age and actual state of health), ond this distribution is comparatively stable.—The dependence on the claim frequency is eliminated by the introduction of a new time variable, and the system reduced to a (stationary) Poisson Process, which should be valid at least for large risk systems and for the total Life branch for a moderate sequence of years.

In almost all non-life branches, partial claims will dominate and Ψ (x) can only be determined by risk statistics, leaving a certain space of indetermination, in particular for large claims and for mediumsized statistical risk groups.

In my previous analyses, in particular New York 1957, interest has been concentrated on traffic and motor car insurance, where the risk depends on cars insured and on the meeting traffic (including road conditions). In one year the same car can be involved in many accidents and double claims (=collisions) are rather frequent.—According to my experience, this system is best represented by a sequence of single and double risk situations in time (for individual cars or for risk groups).

Analysis is simplified for Fire Insurance (and many other non-life branches), because the risk system is composed of mostly independent insurances (or risk objects), which are best described by the ordinary Individual Risk Theory.

The bonus system used by Finnish insurers is as follows: Policies are divided into 4 bonus classes, C1, C2, C3, C4, each of them being initially placed in class C1. After one claimless year, a policy placed in class Ch is transferred to class Ch+1 (h ≤ 3) from the beginning of the following year. After a claim year, each policy is entered back to class C1. (Whether the number of claims is one or more does not play any role in this transition system.) From the initial premium, i.e. the premium in class C1, a reduction of pi, per cent is granted in class Ci. In numbers these percentages are as follows:

In present investigations there is a trend to replace this scale by another in which mere contingency would not cause too great a change in the premium and in which the „test period” would be longer.

Let us suppose that we want to find a suitable percentage scale P = (P1, P2, …, Pm) for a bonus system (Cl, C2, …, Cm) with a given transition mechanism according to which for each bonus class Ch two bonus classes Ci and Cj are given to which the policy is transferred after one year from Ch according as there have been claims or not.

La question est controversée de savoir si l'on doit tenir compte du revenu des placements — et éventuellement des bénéfices sur réalisations de valeurs — pour apprécier le résultat technique de la branche Automobiles.

Rappelons qu'en France, réglementairement, dans les états B3 qui font apparaître le résultat technique de la catégorie, on tient compte des frais généraux, ce qui est normal, mais non des intérêts.

En réalité, il semble bien qu'il soit difficile de faire abstraction d'un élément non négligeable de profits et pertes qui dérive de l'exercice même de l'industrie de l'Assurance, mais la question demeure de savoir dans quelle mesure il faut en tenir compte.

Nous allons montrer que la question est intimement liée à la conception même que l'on se fait du montant des réserves techniques à inscrire au passif du bilan.

On ne peut avoir une idée saine tant des résultats techniques que des revenus de placements que si la comptabilité est établie par exercice de souscription. C'est l'hypothèse que nous retiendrons dans ce qui va suivre).

Un tel exercice donne lieu à encaissement d'un certain montant de primes, au paiement de commissions et de frais généraux et enfin au paiement de sinistres s'échelonnant dans le temps, au delà de la clôture calendrier de l'exercice.

Pour plus de rigueur même — et l'on peut se référer au mode de raisonnement appliqué en Assurance sur la Vie — il faut considérer séparément les différentes échéances de primes, chacune se comportant comme une sorte d'exercice isolé: ensemble des assurances à échéance du Ier janvier, ensemble des assurances à échéance du 2 janvier, etc… jusqu'à celles à échéance du 31 décembre. (Il est indifférent de raisonner sur un ensemble ou „en valeur probable” selon le principe actuariel classique).

Cette note est présentée par un actuaire qui n'a eu que depuis peu à s'intéresser aux branches d'assurances autres que la Vie et seulement du point de vue de la gestion administrative, à l'occasion de la mise en œuvre d'un grand ensemble électronique de traitement de l'information. Il ne faut done pas s'attendre à trouver ici une théorie sur la détermination des montants à réserver pour les sinistres à régler, encore moins sur la construction des tarifs d'assurance automobile.

Néanmoins, la gestion administrative n'ayant pas pour seul but de recueillir et de classer des données comptables, nous serons bien naturellement conduits à prévoir comment ces données peuvent être liées à des recherches sur ces deux questions fondamentales.

Très nombreux sont les assureurs français qui paraissent admettre aujourd'hui la nécessité de réformer les méthodes actuelles de tarification de l'assurance automobile. De nos jours en effet la possession d'un véhicule automobile n'est plus le privilége de la classe bourgeoise aisée; de très nombreux petits fonctionnaires, employés, artisans et ouvriers tant à la ville qu'à la campagne considèrent un tel véhicule comme absolument indispensable à la vie moderne. Cet état d'esprit est particulièrement vrai chez les jeunes ménages pour lesquels le véhicule automobile se situe tout à fait au sommet de la hiérarchie des besoins, immédiatement après la chambre à coucher et bien souvent avant la salle de bains ou le frigidaire.

Pour mesurer l'ampleur du problème ainsi posé aux assureurs, il est utile d'examiner le tableau de l'annexe n° 1 extrait d'une étude récente faite par l'I.N.S.E.E. à la demande du centre de recherches et de documentation sur la consommation (C.R.E.D.O.C.) et publiée en Décembre 1960.

On constate notamment que:

1°/ sur 4.539.000 véhicules à 4 roues, 1.053.000 appartiennent à des ouvriers ou à du personnel de Service et 657.000 à des agriculteurs;

2°/ ces véhicules sont achetés d'occasion pour la plupart;

3°/ leur kilométrage annuel est très inférieur au kilométrage moyen général; autrement dit la dispersion des kilométrages autrefois relativement faible parait s'être accrue très considérablement ces dernières années.

Ces constatations expérimentales s'expliquent d'ailleurs aisément si l'on songe aux ressources limitées dont disposent ces “marginaux” de l'automile qui, d'ailleurs, ont bien souvent acheté leur vehicule à crédit.

Assurance companies usually divide their portfolio into a series of tariff groups. This division is necessary for a comparison between the claims and the available premiums in the different tariff groups. By comparing these figures the company is able to verify if the tariff is appropriate or if a modification in line with the empirical data is to be recommended. Apart from this technical argument companies are sometimes compelled to make such a division because of their constitution (e.g. mutual companies) or because it is prescribed by the supervisory authorities. Companies underwriting in various countries are under the obligation, as a rule, to keep special accounts for different countries and currencies. All these reasons lead to a division of the whole business into more or less independent subdivisions which quite obviously have not as much capacity to equalize the risk fluctuations as the whole portfolio.

In every tariff group an exceptional fluctuation may occur either from a large individual claim or from claims under number of policies. This leads to a substantial loss in the relevant profit and loss statement at the end of the year. If this debit balance is carried forward to the new account every year, the account of such a tariff group may show a loss over a number of years. It is obvious that a company will endeavour to avoid such an awkward situation.

This sort of problem is usually dealt with by means of reinsurance and, to some extent this will be the right solution. However if every tariff group should be able to meet its own liabilities, a rather extended reinsurance is necessary. The capacity of the whole portfolio then would be of no importance, which suggests that a solution through reinsurance alone is not entirely satisfactory.

In the classical definition skewness is departure from symmetry. It was therefore natural to measure skewness by using a normalized third moment μ3/σ3. This condensed measure, however, is not refined enough to be used as an operational instrument for studying various functions which might be used to describe actual claim distributions. This is true especially when the interest is concentrated towards the higher values of the variate.

In their paper (1) Benktander-Segerdahl have suggested that the average excess claim m(x) as a function of the priority x should be used to reveal the characteristics of the tail of the distribution

where P(x) = 1 — H(x) denotes the distribution function.

This statistic is very apt when comparing actual claim distributions with possible theoretical models. It is also useful when classifying these models.

If, however, emphasis mainly is laid on classifying distributions according to their skewness, another statistic might be preferable. Let μ(x)dx denote the probability that a stochastic variable which is known to be at least equal to x, does not exceed x+dx. In other words, μ(x)dx represents the probability that a claim or the corresponding stochastic variable, which, when observed from the bottom, is “alive” at x, “dies” in the interval (x, x + dx). The lower this claims rate of mortality, the skewer and more dangerous is the claim distribution.

Je tiens tout d'abord à remercier vivement M. Lanteli du soin avec lequel il a bien voulu étudier et rapporter ma communication au présent colloque.

Mon intervention se bornera à quelques remarques sur:

1° le bonus pour non sinistre

2° l'influence du kilométrage annuel sur le risque de l'assurance automobile.

Tous ceux d'entre vous qui ont assisté au colloque de La Baule connaissent mon hostilité au bonus. J'ai d'ailleurs l'impression d'être quelque peu sacrilège en défendant à nouveau cette opinion dans un pays qui constitue un des sanctuaires du bonus.

Je ne veux pas développer devant vous les nombreux arguments qui entrainent ma conviction et qui sont d'ailleurs exposés en détail dans mes communications aux colloques de La Baule et de Rättvik. J'indiquerai seulement que l'unanimité est loin d'être faite entre les assureurs des différents pays. Vous vous souvenez qu'au moment précis où l'autorité de tutelle voulait imposer le bonus aux assureurs français, les assureurs beiges décidaient de renoncer à ce mode de tarification. Les assureurs français ont temporisé depuis lors mais je dois constater avec regret qu'aujourd'hui, en France, les partisans du bonus paraissent l'emporter numériquement sur les opposants.

On me dit que les assureurs belges envisageraient, eux aussi, de reconsidérer leur position actuelle. Par contre les assureurs marocains, qui pratiquent depuis longtemps le bonus, sont, parait-il, décidés à le supprimer. Ces hésitations sont symptomatiques de la difficulté du problème posé par le bonus.

Il a été créé en France, en 1948, dans le cadre de l'Association Générale des Sociétés d'Assurances contre les Accidents, un pool dénommé „Section de Réassurance Mutuelle” ayant pour objet la réassurance en mutualité, en excédent de sinistres, des risques de Responsabilité Civile Automobile, de Responsabilité Civile Générale et d'Accidents du Travail.

Le seuil au dela duquel les sinistres ont été répartis en mutualité a été:

Etaient réassurés par la Section tous les sinistres survenus en France, Afrique du Nord, Union Française et Belgique, mais la part relative aux risques assurés hors de la France métropolitaine était faible.

Nous n'avons tenu compte dans la présente étude que des sinistres de Responsabilité Civile Automobile supérieurs à:

L'adhésion à ce pool était libre. A titre d'indication le tableau ci-après donne par année les encaissements globaux en France et Algérie de toutes les Sociétés d'Assurances pratiquant l'Assurance Automobile. (Rapport annuel de la Direction des Assurances) et le montant des primes Auto et R.C. diverses ayant servi de base au calcul de la cotisation des Sociétés adhérentes à la Section de Réassurance Mutuelle.
