Inspired by impossibility theorems of social choice theory, many democratic theorists have argued that aggregative forms of democracy cannot lend full democratic justification for the collective decisions reached. Hence, democratic theorists have turned their attention to deliberative democracy, according to which “outcomes are democratically legitimate if and only if they could be the object of a free and reasoned agreement among equals” (Cohen 1997a, 73). However, relatively little work has been done to offer a formal theory of democratic deliberation. This article helps fill that gap by offering a formal theory of three different modes of democratic deliberation: myopic discussion, constructive discussion, and debate. We show that myopic discussion suffers from indeterminacy of long run outcomes, while constructive discussion and debate are conclusive. Finally, unlike the other two modes of deliberation, debate is path independent and converges to a unique compromise position, irrespective of the initial status quo.

Arming is puzzling for the same reason war is: it produces outcomes that could instead be realized through negotiation, without the costly diversion of resources arming entails. Despite this, arms control is exceedingly rare historically, so that arming is ubiquitous and its costs to humanity are large. We develop and test a theory that explains why arming is so common and its control so rare. The main impediment to arms control is the need for monitoring that renders a state’s arming transparent enough to assure its compliance but not so much as to threaten its security. We present evidence that this trade-off has undermined arms control in three diverse contexts: Iraq’s weapons programs after the Gulf War, great power competition in arms in the interwar period, and superpower military rivalry during the Cold War. These arms races account for almost 40% of all global arming in the past two centuries.

Racial inequality in voter turnout is well-documented, but we know less about racial inequality in campaign contributions. Using new data on the racial identities of over 27 million donors, we find an unrepresentative contributor class. Black and Latino shares of contributions are smaller than their shares of the population, electorate, and elected offices. However, we argue that the presence of ethnoracial minority candidates mobilizes coethnic donors. Results from regression discontinuity and difference-in-difference designs suggest that the presence of ethnoracial minority candidates increases the share of minority contributions in US House elections. We find a reduction in white contributions to black Democrats, and to black and Latino Republicans, but little difference in overall fundraising competitiveness. Although we cannot definitively rule out alternative mechanisms that covary with candidate ethnorace, the results suggest that the nomination of minority candidates can increase the ethnoracial representativeness of campaign finance without costs to fundraising.

We develop and validate a novel experimental design that builds a bridge between experimental research on the theory of spatial voting and the literature on measuring policy positions from text. Our design utilizes established text-scaling techniques and their corresponding coding schemes to communicate candidates’ numerical policy positions via verbal policy statements. This design allows researchers to investigate the relationship between candidates’ policy stances and voter choice in a purely text-based context. We validate our approach with an online survey experiment. Our results generalize previous findings in the literature and show that proximity considerations are empirically prevalent in purely text-based issue framing scenarios. The design we develop is broad and portable, and we discuss how it adds to current experimental designs, as well as suggest several implications and possible routes for future research.

Do ethnic riots affect prosocial behavior? A common view among scholars of ethnic violence is that riots increase cooperation within the warring groups, while cooperation across groups is reduced. We revisit this hypothesis by studying the aftermath of the 2010 Osh riot in Kyrgyzstan, which saw Kyrgyz from outside the city kill over 400 Uzbeks. We implement a representative survey, which includes unobtrusive experimental measures of prosocial behavior. Our causal identification strategy exploits variation in the distance of neighborhoods to armored military vehicles, which were instrumental in orchestrating the riot. We find that victimized neighborhoods show substantially lower levels of prosocial behavior. Importantly, we demonstrate that the reduction is similarly stark both within and across groups. Using qualitative interviews, we parse out two mechanisms that help explain the surprising reduction in ingroup prosociality: Victimized Uzbeks felt abandoned by their coethnics, and variation in victimization created a feeling of suspicion.

Should political theorists engage in ethnography? In this letter, we assess a recent wave of interest in ethnography among political theorists and explain why it is a good thing. We focus, in particular, on how ethnographic research generates what Ian Shapiro calls “problematizing redescriptions”—accounts of political phenomena that destabilize the lens through which we traditionally study them, engendering novel questions and exposing new avenues of moral concern. We argue that (1) by revealing new levels of variation and contingency within familiar political phenomena, ethnography can uncover topics ripe for normative inquiry; (2) by shedding light on what meanings people associate with political values, it can advance our reflection on concepts; and (3) by capturing the experience of individuals at grips with the social world, it can attune us to forms of harm that would otherwise remain hidden. The purchase for political theory is considerable. By thickening our understanding of institutions, ethnography serves as an antidote to analytic specialization and broadens the range of questions political theorists can ask, reinvigorating debates in the subfield and forging connections with the discipline writ large.

Are legislators responsive to the priorities of the public? Research demonstrates a strong correspondence between the issues about which the public cares and the issues addressed by politicians, but conclusive evidence about who leads whom in setting the political agenda has yet to be uncovered. We answer this question with fine-grained temporal analyses of Twitter messages by legislators and the public during the 113th US Congress. After employing an unsupervised method that classifies tweets sent by legislators and citizens into topics, we use vector autoregression models to explore whose priorities more strongly predict the relationship between citizens and politicians. We find that legislators are more likely to follow, than to lead, discussion of public issues, results that hold even after controlling for the agenda-setting effects of the media. We also find, however, that legislators are more likely to be responsive to their supporters than to the general public.

Is criminal disenfranchisement compatible with a democratic political order? This article considers this question in light of a recently developed view that criminal disenfranchisement is justified because it expresses our commitment to democratic values. We call this view expressive disenfranchisement and refer to the general conception in which it is grounded as democratic expressivism. Contra supporters of expressive disenfranchisement, we argue that democratic expressivism does not offer a sound justification of criminal disenfranchisement. Additionally, we argue that, insofar as one really cares about answering serious criminal wrongs via an expression of democratic values, criminal disenfranchisement should be abandoned and replaced with a policy that temporarily obliges the relevant criminals to vote. Democratic expressivists should, in other words, move from supporting the disenfranchisement of serious offenders to endorsing a policy of compulsory criminal voting for a finite period of time.

Researchers need to select high-quality research designs and communicate those designs clearly to readers. Both tasks are difficult. We provide a framework for formally “declaring” the analytically relevant features of a research design in a demonstrably complete manner, with applications to qualitative, quantitative, and mixed methods research. The approach to design declaration we describe requires defining a model of the world (M), an inquiry (I), a data strategy (D), and an answer strategy (A). Declaration of these features in code provides sufficient information for researchers and readers to use Monte Carlo techniques to diagnose properties such as power, bias, accuracy of qualitative causal inferences, and other “diagnosands.” Ex ante declarations can be used to improve designs and facilitate preregistration, analysis, and reconciliation of intended and actual analyses. Ex post declarations are useful for describing, sharing, reanalyzing, and critiquing existing designs. We provide open-source software, DeclareDesign, to implement the proposed approach.

How did personal wealth and slaveownership affect the likelihood Southerners fought for the Confederate Army in the American Civil War? On the one hand, wealthy Southerners had incentives to free-ride on poorer Southerners and avoid fighting; on the other hand, wealthy Southerners were disproportionately slaveowners, and thus had more at stake in the outcome of the war. We assemble a dataset on roughly 3.9 million free citizens in the Confederacy and show that slaveowners were more likely to fight than non-slaveowners. We then exploit a randomized land lottery held in 1832 in Georgia. Households of lottery winners owned more slaves in 1850 and were more likely to have sons who fought in the Confederate Army. We conclude that slaveownership, in contrast to some other kinds of wealth, compelled Southerners to fight despite free-rider incentives because it raised their stakes in the war’s outcome.

There are at least two politically salient senses of “representation”—acting-for-others and portraying-something-as-something. The difference is not just semantic but also logical: relations of representative agency are dyadic (x represents y), while portrayals are triadic (x represents y as z). I exploit this insight to disambiguate constructivism and to improve our theoretical vocabulary for analyzing political representation. I amend Saward’s claims-based approach on three points, introducing the “characterization” to correctly identify the elements of representational claims; explaining the “referent” in pragmatic, not metaphysical terms; and differentiating multiple forms of representational activity. This enables me to clarify how the represented can be both prior to representation and constituted by it, and to recover Pitkin’s idea that representatives ought to be “responsive” to the represented. These points are pertinent to debates about the role of representatives, the nature of representative democracy, and the dynamics of revolutionary movements.

Although Europe has experienced unprecedented numbers of refugee arrivals in recent years, there exists almost no causal evidence regarding the impact of the refugee crisis on natives’ attitudes, policy preferences, and political engagement. We exploit a natural experiment in the Aegean Sea, where Greek islands close to the Turkish coast experienced a sudden and massive increase in refugee arrivals, while similar islands slightly farther away did not. Leveraging a targeted survey of 2,070 island residents and distance to Turkey as an instrument, we find that direct exposure to refugee arrivals induces sizable and lasting increases in natives’ hostility toward refugees, immigrants, and Muslim minorities; support for restrictive asylum and immigration policies; and political engagement to effect such exclusionary policies. Since refugees only passed through these islands, our findings challenge both standard economic and cultural explanations of anti-immigrant sentiment and show that mere exposure suffices in generating lasting increases in hostility.

Political competition is widely recognized as a mediator of public goods provision through its salutary effect on incumbents’ electoral incentives. We argue that political competition additionally mediates public goods provision by reducing the efficiency of legislative bargaining. These countervailing forces may produce a net negative effect in places with weak parties and low transparency—typical of many young democracies. We provide evidence of a robust negative relationship between political competition and local public goods using panel data from Mali. Tests of mechanisms corroborate our interpretation of this relationship as evidence of legislative bargaining inefficiencies. To explore the generalizability of these findings, we analyze cross-country panel data and show that political competition leads to better (worse) public goods provision under high (low) levels of party system institutionalization. The paper sheds light on why political competition is only selectively beneficial, and underscores the importance of considering both the electoral and legislative arenas.

We leverage innovative spatial modeling techniques and data on the precise geo-locations of more than 32,000 Constituency Development Fund (CDF) projects in Kenya to test whether Members of Parliament (MPs) reward their supporters. We find only weak evidence that MPs channel projects disproportionately to areas inhabited by their political allies, once we control for other factors that affect where projects are placed, such as population density, poverty rates, ethnic demographics, and distance to paved roads. Notwithstanding this result, we find evidence for cross-constituency variation in political targeting, driven in large part by the spatial segregation of the MP’s supporters and opponents. Our findings challenge the conventional wisdom about the centrality of clientelistic transfers in Africa and underscore how local conditions generate particular incentives and opportunities for the strategic allocation of political goods. We also highlight the benefits and challenges of analyzing allocations at the project level rather than aggregated to the administrative unit.

It is well documented that voter turnout is lower among persons who grow up in families from a low socioeconomic status compared with persons from high-status families. This paper examines whether reforms in education can help reduce this gap. We establish causality by exploiting a pilot scheme preceding a large reform of Swedish upper secondary education in the early 1990s, which gave rise to exogenous variation in educational attainment between individuals living in different municipalities or born in different years. Similar to recent studies employing credible identification strategies, we fail to find a statistically significant average effect of education on political participation. We move past previous studies, however, and show that the reform nevertheless contributed to narrowing the voting gap between individuals of different social backgrounds by raising turnout among those from low socioeconomic status households. The results thus square well with other recent studies arguing that education is particularly important for uplifting politically marginalized groups.

Political observers, campaign experts, and academics alike argue bitterly over whether it is more important for a party to capture ideologically moderate swing voters or to encourage turnout among hardcore partisans. The behavioral literature in American politics suggests that voters are not informed enough, and are too partisan, to be swing voters, while the institutional literature suggests that moderate candidates tend to perform better. We speak to this debate by examining the link between the ideology of congressional candidates and the turnout of their parties’ bases in US House races, 2006–2014. Combining a regression discontinuity design in close primary races with survey and administrative data on individual voter turnout, we find that extremist nominees—as measured by the mix of campaign contributions they receive—suffer electorally, largely because they decrease their party’s share of turnout in the general election, skewing the electorate towards their opponent’s party. The results help show how the behavioral and institutional literatures can be connected. For our sample of elections, turnout appears to be the dominant force in determining election outcomes, but it advantages ideologically moderate candidates because extremists appear to activate the opposing party’s base more than their own.

To paint a fuller picture of economic voters, we combine personal income records with a representative election survey. We examine three central topics in the economic voting literature: pocketbook versus sociotropic voting, the effects of partisanship on economic evaluations, and voter myopia. First, we show that voters who appear in survey data to be voting based on the national economy are, in fact, voting equally on the basis of their personal financial conditions. Second, there is strong evidence of both partisan bias and economic information in economic evaluations, but personal economic data is required to separate the two. Third, although in experiments and aggregate historical data recent economic conditions appear to drive vote choice, we find no evidence of myopia when we examine actual personal economic data.

Nudging policies rely on behavioral science to improve people's decisions through small changes in the environments within which people make choices. This article first seeks to rebut a prominent objection to this approach: furnishing governments with the power to nudge leads to relations of alien control, that is, relations in which some people can impose their will on others—a concern which resonates with republican, Kantian, and Rousseauvian theories of freedom and relational theories of autonomy. I respond that alien control can be avoided, if nudging is suitably transparent and democratically controlled. Moreover, such transparency and democratic control are institutionally feasible. Building on this response, I then provide a novel and surprising argument for more nudging: democratically controlled public policy nudging can often contain the power of private companies to nudge in uncontrolled and opaque ways. Therefore, reducing alien control often requires more rather than less nudging in public policy.
