In 1940, a PhD was published in Germany about the claiming behaviour of several countries and the whaling industry in Antarctica. It shows already at this time that a need for regulation on that issue was required. The intertwined relationships between the claiming nations demanded an overarching framework where these complex issues could be managed. This paper elaborates on the state of the claiming parties before the 1940s and will demonstrate that the development for a comprehensive regulation was the only way to avoid a global conflict. The doctoral thesis from 1940 will be the focal point of the discussion.
Africa has been marginalised in the history of Antarctica, a politics of exclusion (with the exception of Apartheid South Africa) reflected unsurprisingly by a dearth of imaginative, cultural and literary engagement. But, in addition to paleontological and geophysical links, Antarctica has increasing interrelationship with Africa’s climactic future. Africa is widely predicted to be the continent worst affected by climate change, and Antarctica and its surrounding Southern Ocean are uniquely implicated as crucial mediators for changing global climate and currents, rainfall patterns, and sea level rise. This paper proposes that there are in fact several ways of imagining the far South from Africa in literary and cultural terms. One is to read against the grain for southern-directed perspectives in existing African literature and the arts, from southern coastlines looking south; another is to reexamine both familiar and new, speculative narratives of African weather – drought, flood and change – for their Antarctic entanglements. In the context of ongoing work on postcolonial Antarctica and calls to decolonise Antarctic studies – such readings can begin to bridge the Antarctica–Africa divide.
The international community’s interest in the governance of Antarctica has long been recognised. Consideration of this interest has even been one of the pillars of the Antarctic Treaty System’s legitimacy. The Antarctic Treaty, for example, famously claims to serve “the interest of all mankind.” Yet, exactly how the international community is given a voice in Antarctic deliberations remains unclear. This contribution argues that – with the idea of direct United Nations involvement having been squarely rejected – stewardship could best describe the existing governance model as well as offer a normative framework to assess the system’s legitimacy.
Though presidential personality and preferences heavily influence US Arctic policy, climate change and the perceived threat to US interests posed by rising international engagement in the north among great powers such as Russia and China are increasingly impacting US policy in the region. Recognising that these trends are likely to persist into the future, it is important to understand the US Arctic policymaking apparatus, how geopolitical and environmental factors affect the creation and implementation of such policies through the presidency and how the resulting presidential policies may impact US leadership in the region for years to come. Consequently, this article examines how the distinct styles and preferences of Presidents Obama and Trump interact with growing climate change and defence challenges in the region within the US Arctic policymaking process. We illustrate this interaction through examples at both domestic and international policy levels and then place it in the larger context of the differing presidential approaches to institutionalisation when setting policy. Ultimately, we conclude that not only do presidential priorities regarding climate change, rising international engagement, and institutionalisation critically influence Arctic policymaking, but how a future president views these issues will heavily impact the direction of policies affecting the region.
Like the northern periphery regions of other Arctic countries, the Russian North had a higher male–female sex ratio than the rest of the country. During the two decades following the breakup of the Soviet Union, the male sex ratio in the Russian North declined considerably, from 101 males per 100 females in 1989 to 92 in 2010. The regions and population of the Russian North were greatly impacted by the shift in northern development approaches from the centrally planned system of the Soviet Union to the market-oriented system of Russia. This paper examines the decline in the male population in the Russian North based on data from the 1989, 2002 and 2010 population censuses. The paper finds that only one quarter of the decline in the male sex ratio in the Russian North can be attributed to higher male outmigration and that three quarters are the result of significantly higher and widening gaps between females and males in life expectancy. The conclusion is that men in the Russian North coped with the social and economic upheavals by dying prematurely not by migrating. The leading causes of death for men were cardiovascular diseases and external causes such as murder, suicide and accidents.
There has been some uncertainty as to which of the two southerly probes, during which Bellingshausen passed latitude 69°S in early 1820, achieved the first sighting of an ice coast of Dronning Maud Land in Eastern Antarctica. The author criticizes Frank Debenham’s English translation of Bellingshausen’s narrative before presenting and discussing new translations of Bellingshausen’s descriptions of those events, with relevant sections of his track chart, plus a third passage from the book which interpreted what was seen. He concludes that the Russians first sighted an ice coast in mid-February, rather than late January as has been widely claimed.
Recent initiatives in polar research like Women in Polar Science and Women of the Arctic have shone a light on the strengths of female polar researchers and the struggles they have faced in their respective careers. These initiatives have started and contributed to ongoing conversations in the polar research community about increasing diversity and making the field more inclusive. In this commentary, we discuss the need to focus on intersectionality in diversity, equality and inclusion initiatives in polar research, and to address intersecting barriers faced by members and would-be members of our fields. These barriers are varied, often overlapping, and include, but are not limited to: gender identity; sexuality; socio-economic status; language; disability; and race. Polar research is poised to benefit from a tremendous diversity of ideas and approaches if we as a community can fully commit ourselves to understanding and addressing overlapping, interconnected barriers to equality and progress in polar research.
The changes the polar regions face are too complex to be tackled by single scientific disciplines and in isolation from societal actors. Therefore, the call for polar research projects that engage with stakeholders outside academia increases. The ideal set-up of these projects is envisioned as an inclusive and action-oriented process that brings scientists and stakeholders together to identify pressing issues of societal and scientific relevance and to develop research projects that produce practical outcomes. However, working across disciplines and knowledge systems can be challenging. To better understand stakeholders’ motivation for engaging in polar science projects, to learn what stages of a project they are interested in and what their preferred modes of engagement are, stakeholders were surveyed as part of the EU-funded project EU-PolarNet. The results suggest that while most academic survey participants are eager to participate from problem definition to dissemination of results, most non-academic survey participants preferred interaction at the stages when results were disseminated and used for informed decision-making. The survey results have their limitations, yet they provide a basis for important future approaches to stakeholder engagement in polar research projects. They show that stakeholders prefer to engage in different stages of a research project depending on their specific needs and interests, while also acknowledging that additional support may be required to enable meaningful engagement throughout the research process.
Mining activities in the Arctic often have a strong impact on people living here and the sustainability of their communities. The article takes as its point of departure two widely different cases relating to Arctic communities: the former mining city of Qullissat in the Greenlandic Disko Bay area and the rural village of Sakajärvi, which is threatened by expansions of the Aitik copper mine in the Norbotten County, Sweden. The cases differ in terms of time span, the number of people affected and the intensity of the affective economies, but they go through comparable processes of giving rise to emotional communities as a result of the termination or expansion of mining activities. Based on field observations and social and web-based media, the author argues that various actors with diverging purposes here compete to install their respective temporalities and narratives in the processes of communitification, i.e., by articulating borders or performing as community. In both cases, the communities employ narrative strategies of uchronotopia: aiming towards better futures by narratively breaking with the past. The agency of these communities depends to a high extent on the intensity of their affective economies, a symbolic capital that may hold considerable potential for creating desirable futures.
This article updates Karen May’s earlier 2012 hypothesis (Could Captain Scott have been saved? Revisiting Scott’s last expedition). In this revised hypothesis, Cecil Meares, not Surgeon E. L. Atkinson, originated the unsubstantiated statement that “Strict injunctions had been given by Scott that the dogs should not be risked in any way.” This hypothesis incorporates new information uncovered since 2012, specifically Meares’ misrepresentations during the Terra Nova expedition; Atkinson’s 1911 journal entries; Atkinson’s 1919 allegation that Meares had “disobeyed orders”; and Tryggve Gran’s “The Race for the South Pole between Scott and Amundsen”, a 1945/post-1945 document that appears to have been Roland Huntford’s source for anecdotes in Huntford’s 1979 Scott–Amundsen biography. The article gives a proposed chronology for how Meares’ early misrepresentations and Gran’s later misunderstandings influenced the decisions, and later presentations, of the Terra Nova expedition.
The Antarctic Treaty of 1959, which dedicates the continent to peace and international scientific cooperation in the face of rising east–west tensions, is informed in part by a shared scientific imaginary created by the UK and other nations which maintained scientific bases in Antarctica at the time. In this article, the poet offers works extracted from her longer sequence “Met Obs,” based on meteorological reports and journals from the UK station at Port Lockroy written in advance of the 1957–1958 International Geophysical Year (IGY). The poems engage with the work and circumstances which helped foster such an imaginary, as well as with the nexus of Antarctic “values” endorsed by the Treaty, and the later Madrid Protocol. The commentary further contextualises these literary responses in terms of the attitudes of the men working there as well as the “wilderness and aesthetic values” recognised by the later Protocol on Environmental Protection. The world of the poems may belong to 1950s Antarctica, but their observations reach beyond that experience, making a case for the continued relevance of Treaty values, and for the importance of artistic, as well as scientific, responses to the environment in a world under threat from accelerating climate change and competition for resources.
The indirect cause of death of the three members of the Andrée balloon expedition on White Island in early October 1897 was the ice drift during their attempted retreat after the forced landing at 82°56′N 29°52′E. They initially tried to reach Cape Flora to the southeast of their current position in the Arctic pack ice even though they could deduce from prior explorers’ experience that the expected long-term direction of the ice drift in the area would be to the southwest. However, when they finally turned towards the Seven Islands in the southwest, the ice unexpectedly began to drift in a southeasterly direction. In this paper, trigonometrical methods are used to derive more precise measures of the ice drift the expedition members actually experienced, based on their own position fixes and their own descriptions of their marches. The results confirm that they were exposed to a southwesterly ice drift, on average, during the weeks they were trying to head southeast, and to a southeasterly ice drift, on average, during the weeks they were trying to head southwest. Hence, the disastrous ending of the expedition was, at least to some extent, a result of bad luck.
There are at least four ways in which Antarctic colonialism was white: it was paradigmatically performed by white men; it consisted in the taking of vast, white expanses of land; it was carried out with a carte blanche (literally, “blank card”) attitude; and it was presented to the world as a white, innocent adventure. While the first, racial whiteness has been amply problematised, I suggest that the last three illuminate yet other moral wrongs of the Antarctic colonial project. Moreover, they might be constitutive of a larger class of “white” colonialisms beyond the White Continent.
In 1942, the British government created the Falkland Islands Dependencies Survey (FIDS) to enforce sovereignty over the Antarctic Peninsula. The small groups of men who worked for the Survey called themselves Fids. During the late 1950s when Antarctic sovereignty was being hotly debated and worked out by national governments, Fids serving at British bases criticised the British government’s use of science as a bargaining chip. Using in-house magazines written and printed at FIDS bases and oral histories, this article examines how Fids viewed Antarctic politics and how those events influenced daily life at bases on the Peninsula.
Are similarities of temperature, snow and ice cover, and (certain) marine mammals sufficient to warrant both polar regions being considered a single object of study or governance? We argue that their treatment as a unit is an invitation to examine the motivations behind the choice to be polar rather than Arctic or Antarctic. For individuals such as James Clerk Ross or Roald Amundsen, logistical requirements and analogous goals facilitated careers spanning both the Arctic and the Antarctic. This trend continued through the 20th century as individual scientists studying phenomena such as glaciers, sea ice, or aurora defined their research as “polar” in nature. Organisations such as the Scott Polar Research Institute and Norwegian Polar Institute could draw on traditions of national exploration in both polar regions, while the Arctic and Antarctic Research Institute in St. Petersburg gained its southern mandate with the importance of the International Geophysical Year. By comparison, neither the Arctic Institute in Copenhagen nor the Argentine Antarctic Institute felt any need to become polar. The creation of polar identity is ultimately a matter of geopolitics, of the value states see in instruments and symbols that speak to polar rather than Arctic or Antarctic interests. In cases such as Finland’s icebreaker industry, a technological capability justified Antarctic interest even without any national research tradition. We conclude by asking whether there is anything more natural about the polar regions than there is about the concept of a “tripolar” world in which the high alpine regions form a natural unit along with the Arctic and Antarctic.
