The ideological conflicts of Japan's subnational politics have tended to be interpreted as either being largely muted or contained within national dimensions. Following two decades of substantial decentralization and growing local autonomy, however, a diversity of new ideological responses to local issues have appeared. These include neo-liberal parties and executives in wealthier regions such as Tokyo and Osaka or a rising regionalist identity politics such as that found in Okinawa. Nativist right and populist left along with single-issue parties are also now fielding candidates for subnational elections. Despite this increasingly crowded field, there is still no systematic understanding of the divergent ideological worldviews and dimensions of conflict operating at the subnational level. Nor do we know how these worldviews “deviate” from the traditional “norm” of a progressive vs. conservative conflict dimension assumed to characterize Japanese subnational politics. This paper begins to fill this gap by investigating the campaign discourse of gubernatorial candidates both before and after the pandemic outbreak. We find that the language, and underlying ideological orientation, of these candidates can be separated into four clusters: “mainstream”, “old left”, “neo-liberal”, and “fringe”. In addition, “regionalist” and “new left” populism can also be identified in select elections.
The question of deradicalization looms large in the historiography of western European socialism. But in this contested field, the contributions of the New Left historian, Ralph Miliband, have been curiously neglected. Through his work on the British Labour Party, Miliband developed a distinctive account of deradicalization that foregrounds the fact that when parties enter government, party elites find themselves transplanted into new, alien institutions. Over time, he argued, they then come to internalize the worldviews of those institutions and reshape their parties accordingly. This essay presents the first quantitative and cross-national test of this “experience of governing hypothesis,” using Comparative Manifesto Project data from western European socialist parties between 1945 and 2021 and a novel matching technique for panel data. Miliband’s theory is strongly supported by this analysis, which also demonstrates the value of taking a multi-dimensional approach to deradicalization.
Do policy priorities that candidates emphasize during election campaigns predict their subsequent legislative activities? We study this question by assembling novel data on legislative leadership posts held by Japanese politicians and using a fine-tuned transformer-based machine learning model to classify policy areas in over 46,900 statements from 1270 candidate manifestos across five elections. We find that a higher emphasis on a policy issue increases the probability of securing a legislative post in the same area. This relationship remains consistent across multiple elections and persists even when accounting for candidates' previous legislative leadership roles. We also discover greater congruence in distributive policy areas. Our findings indicate that campaigns provide meaningful signals of policy priorities.
Bonds’s setting of the Du Bois Credo continues and extends the series of musical appeals for racial justice that had led to The Montgomery Variations, just as the revised version of Credo published at the head of his first autobiography, Darkwater: Voices from within the Veil, in 1920 extends the ideas that had led to the original 1904 version of Du Bois’s text. This chapter frames both the Du Bois Credo and Bonds’s musical setting thereof as articulations of the themes and issues of the works’ respective biographical contexts and, taken together, a dyadic lens into their creators’ perspectives on the societal upheavals of the most turbulent years of the twentieth century. Then, after demonstrating why, and how, the Credo was effectively silenced during Margaret Bonds’s lifetime despite its obvious importance, timeliness, and musical genius – including conversation with the publisher who insisted that the work could not be published unless its text were altered – the chapter closes by exploring the work’s first posthumous performances and documenting the ringing endorsement of Shirley Graham Du Bois, widow of the poet, for this “work of art that is eternal.”
Margaret Bonds’s Credo sets the nine articles of W. E. B. Du Bois’s iconic manifesto for global equality – first penned in 1904, revised in 1920, and modeled on the sacred symbol of the arch – as a symmetrical set of seven movements for soloists, chorus, and piano (1965) or orchestra (1965–67). This chapter offers a close reading of Du Bois’s anti-racist, anti-sexist, anti-colonialist, anti-imperialist, pacifist text and examines the means by which Bonds translated it into a musical structure all her own that reflects diverse influences ranging from gospel song through the cantatas of J. S. Bach (whom she called “the father of all good music”), also emphasizing womanist themes that are at best minimally present in Du Bois’s text.
Feminists and women activists use manifestos to express their frustrations with legal and political systems, expose the harms suffered in their lived experiences under patriarchy, colonialism and capitalism, and call for radical political, legal and social change. This special issue on feminist manifestos and global constitutionalism considers the role of feminist manifestos in global constitutionalism. It interrogates the role of feminist manifestos in bringing about legal and political reform, their role as historical texts and sources of global constitutionalization, and their limitations as tools that are potentially both exclusionary and de-political. In their article, Ruth Houghton and Aoife O’Donoghue outline a role for feminist manifestos within feminist approaches to constituent power. Sheri Labenski uncovers from the archives the Women’s International League for Peace and Freedom manifesto from 1924 and the outline for a ‘New International Order’. Gina Heathcote and Lucia Kula centre Lusophone African feminist action in Luanda, Angola, to problematize an approach to feminist manifestos that reiterates dominant feminisms, and instead argue for active silence by those more dominant feminist voices. In her conclusion to the special issue, Emily Jones uses posthuman feminism to interrogate and critique the claim of universality in global constitutionalism. Across this special issue, key themes emerge: the potential of inclusion and exclusion, and the role of manifesto as a method in knowledge production.
This Element shows how two social movements, lesbian separatism and Men Going Their Own Way (MGTOW), reflect the changing and complex (anti-)feminist ideologies of their time. The authors outline the historical and political background of those discourses and how they are influencing contemporary gender relations. The materials analysed comprise ten manifestos, which are examined with a combination of data-led discourse analysis and theory-led argumentation analysis. The manifestos are similar in that both sets of authors construct homogenous in-groups and out-groups as well as dichotomies between them. There are some differences though in how this is linguistically realised and who is classified as an out-group. Both groups cast social actors in particular roles and establish ethical norms, but strategic planning and utopias are more prominent among lesbian separatists. Freedom, advantage and authority are central in each group's argumentation, but lesbian separatists also stress humanitarianism while MGTOW focus on financial matters.
This article introduces new quantitative fine-tuned indicators to objectively measure political parties’ preferences on gender issues. We assess the validity and reliability of these new empirical indicators by analyzing the relationship between ideology and gender positions in decentralized Spain. Using data collected by the Regional Manifestos Project, which for the first time has incorporated a fully fledged gender domain into its coding scheme for content analysis of regional manifestos, we analyze parties’ gender positions on four fundamental dimensions: welfare and the labor market, violence, representation, and values and identity. The results suggest that there is a persistent left-right divide on the last three dimensions: Spanish left-wing parties score significantly higher than right-wing and regionalist parties. However, ideology does not drive parties’ gender positions on welfare and labor market policies; support for gender equality policies on this dimension is so widespread that it can be considered a “valence issue”—all parties, irrespective of their ideology, endorse the same (positive) position.
Despite the ongoing success of populist parties in many parts of the world, we lack comprehensive information about parties’ level of populism over time. A recent contribution to Political Analysis by Di Cocco and Monechi (DCM) suggests that this research gap can be closed by predicting parties’ populism scores from their election manifestos using supervised machine learning. In this paper, we provide a detailed discussion of the suggested approach. Building on recent debates about the validation of machine-learning models, we argue that the validity checks provided in DCM’s paper are insufficient. We conduct a series of additional validity checks and empirically demonstrate that the approach is not suitable for deriving populism scores from texts. We conclude that measuring populism over time and between countries remains an immense challenge for empirical research. More generally, our paper illustrates the importance of more comprehensive validations of supervised machine-learning models.
The emphasis national parties put on European Union (EU) issues in their manifestos varies to a great extent between countries. A systematic explanation of this variation is, however, still lacking. We address this gap by exploring the effect of the temporal proximity between national and European Parliament (EP) elections within the national electoral cycle on national parties’ EU issue emphasis. Multilevel mixed-effects Tobit regressions on a sample of 956 manifestos, produced by 340 parties running for national elections in 27 EU member states between 1979 and 2019, indicate that temporal proximity displays a positive effect on national parties’ EU issue salience: the closer in time EP elections are to national elections within the national electoral cycle, the more parties emphasize EU issues in their national election manifestos. This is particularly the case for non-Eurosceptic parties. These findings have important implications for our understanding of party competition in EU member states.
The introductory chapter traces Surrealism’s critical legacy across the twentieth and twenty-first centuries. From its initial emergence out of Dada in 1924, Surrealism became a defining critical and creative concept, and not only for the avant-garde movement penned in its name. It inspired a range of critical enterprises and creative practices, including: Walter Benjamin’s anthropological investigation of the everyday material world; the politics and aesthetics of a number of anticolonial enterprises; James Clifford’s investigations of the ethnographic ambitions of dissident surrealism; the political events of May ’68; the October group’s recalibration of Greenberg’s aesthetic formalism; and, more recently, Surrealism’s influence on new materialism, thing theory, animal/human studies, affect theory, and a plethora of contemporary participatory art movements. Described by Maurice Blanchot as “a brilliant obsession,” Surrealism continues to exert a profound rethinking of the relationship between art, politics, and everyday experience.
Left-right partisan conflict has been a key driver of welfare state expansion and retrenchment over time and across countries. Yet, we know very little about how left-right differences in party appeals vary across social policy domains. Why are some issues contentious while there is broad consensus on others? This paper starts from the simple premise that partisan conflict is a function of how popular a certain policy is. Based on this assumption, it argues that the left-right gap should be (1) larger for revenue-side issues than for expenditure-side issues, (2) larger for policies targeted at groups that are viewed as less deserving and (3) larger for more redistributive programs than less redistributive ones (e.g. means-tested versus earnings-related benefits). These expectations are tested on fine-grained policy data coded from 65 Austrian party manifestos issued between 1970 and 2017 (N = 18,219). The analysis strongly supports the revenue–expenditure hypothesis and the deservingness hypothesis, but not the redistribution hypothesis.
By examining the Manifesto Project data for post-transition Chile, we show growing convergence in the electoral competition strategies between the centre-left and centre-right coalitions. While the former is characterised by inertia, the latter is marked by gradual yet relentless programmatic moderation. To interpret these results, we rely not only on theories of salience and party adaptation, but also on the cartel party thesis. This contribution reinforces the findings of increasing literature on post-transition Chile that reveals growing collusion between the mainstream left-wing and right-wing coalitions, which have increasing difficulties channelling demands emanating from below and therefore providing adequate political representation.
Electioneering for the Japanese Lower House has undergone significant changes in recent years. While voter mobilization strategies still figure prominently in the local-level campaigns of individual candidates, political parties increasingly use voter-chasing strategies at the national level. Such chasing strategies, whose manifestations in Japan have so far included the manifesto and the media-spin approach, target in particular the growing number of independent voters. The concurrence of elements of continuity and change in electioneering has led to a “hybridization” of Lower House election campaigns. The article examines this phenomenon in the light of newer conceptual and theoretical approaches to electoral politics in democratic settings.
In the last decade, in spite of a large number of parties taking part in elections, the Italian party system has shown an increasing simplification in the programmatic supply, with two large coalitions showing a process of convergence of their policy platforms. This article shows that on the crucial themes characterising the confrontation between neo-liberalism versus regulated capitalism, the distance between the two coalitions has progressively reduced. The theory of the cartel party has predicted convergence in the policy positions of parties. Thus, the article will attempt to test the validity of this theory and of the predicted consequences on the Italian case. For this purpose, a longitudinal analysis will be presented grounded on party manifestos for the Italian general elections.
