This research demonstrates how sustained charity fraud is supported when organisations do not develop strong accountability links to salient stakeholders. Whilst increased regulation is one response to reduce charity fraud and to increase organisational accountability, regulators seldom recognise the myriad heterogeneous needs of stakeholders. This research explores the tactics employed by beneficiaries and the donating public to escalate their accountability demands on such charities. By preferring the most powerful stakeholders, charities miss the opportunity to design effective processes to discharge accountability to meet their moral obligations to legitimate stakeholders. This article calls for increased ‘stakeholder understanding’ by charity governors as a policy to recognise the moral rights of these stakeholders and to reduce charity transgressions.

Recent years have seen accelerated processes of decentralization and devolution of social services from central government toward local authorities and from them to non-profit organizations (NPOs). This article describes a case study of the process of transition of power from a local authority to a NPO and the outcomes of this transition on public policy making. The findings presented in the article are based on a qualitative analysis of documents over a period of 7 years (1999–2006) in a large local authority in Israel and its relations with a NPO which provide services for the elderly.

This paper deals with the question: To what extent do individual religious characteristics, in addition to collective religious characteristics, contribute to the explanation of formal and informal volunteering in the Netherlands at the beginning of the 21st century? To answer this research question, we used the SOCON 2005–2006 dataset. Our main finding concerns informal volunteering: we found that spirituality increases the likelihood of informal volunteering, implying that openness to other people’s needs increases the likelihood of the actual provision of help. There are no other aspects of religiosity that are related to informal volunteering. With regard to formal volunteering we found that, in line with previous research, religious attendance is related positively to formal volunteering, religious as well as secular volunteering, which can be regarded as support for the proposition that religious involvement is important for norm conformity. Further, having a more religious worldview decreases the likelihood of formal volunteering which might show that those with a strong religious worldview are more concerned with the ‘otherworldly’ and less so with what they do in this world. We found no influence of individual religious characteristics on formal volunteering. These results confirm the idea that integration into a religious community plays quite a large role in explaining formal volunteering. Informal volunteering, however, seems to be independent of social networks: it rather depends on individual motivation.

One of the presumptions of a well-functioning, viable democracy is that citizens participate in the life of their communities and nation. The role of higher education in forming actively engaged citizens has long been the focus of scholarly research, but recently an active debate has emerged concerning the role of service as a third core function of institutions of higher learning. Service learning (SL), a teaching approach that extends student learning beyond the classroom, is increasingly seen as a vehicle to realize this third core function. By aligning educational objectives with community partners’ needs, community service is meant to enhance, among other objectives, reciprocal learning. Although the term and its associated activities originated in the United States (US), theoretical debates linking civic engagement and education extend far beyond the US context. Nevertheless, research on SL as a distinctive pedagogical approach remains a nascent field. A significant gap exists in the literature about what this pedagogical approach seeks to achieve (in nature and in outcomes) and how it is construed in non-western contexts. Using a comparative analysis across three widely different contexts, this article explores the extent to which these differences are merely differences in degree or whether the differences are substantive enough to demand qualitatively different models for strengthening the relationship between higher education and civil society.

The aim of this article is to investigate the governmentalities of volunteering in regional Western Australia. Drawing on interviews with 25 consenting volunteers and their managers, a thematic analysis revealed the experiences and perceptions of the research participants. Two distinct governmentalities exist: one reflecting neo-liberal governmentality and the other reflective of classic liberalism. Whilst this study is limited to regional Western Australia, the results suggest that there are variations in ‘governmentalities’ of volunteering comprising a mix of sometimes contradictory elements. This article also demonstrates the usefulness of governmentality for expanding the understanding of volunteering that has the potential to illuminate vital elements of the volunteer sector, which are being missed. There are many niches where volunteer groups exist or are emerging that are not visible and out of reach of the control techniques commonly used by governments adopting advanced (neo) liberal governmentalities.

This article uses the case of Japan to advocate for a new theoretical approach to the study of the nonprofit sector. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the relationship between the nonprofit sector and the state in Japan, and argues that a state-in-society approach is better suited to explaining complex state–society relations in diverse cultural contexts. It does this by examining the evolution of social welfare service provision in Japan. This article is motivated to explain an apparent paradox: Japan’s recent efforts toward greater government decentralization and privatization of services have empowered and enlarged the nonprofit sector even as they have also expanded the scope of state authority and enhanced its legitimacy.

The objective of this article is to deepen the debate surrounding the practice of evaluation as performed by Brazilian NGOs. In order to accomplish this goal, we examined the results of an investigation conducted between 2007 and 2009 that had two stages: first, a national study and second, a quantitative and qualitative study made in the state of Santa Catarina. We also considered secondary sources of data from two important studies on the national level that were conducted in 2008 and 2009 by the Fonte Institute, with partnership of the Itaú Social Foundation. The results showed that most NGOs use internal rather than external evaluation and conduct evaluations focused on projects and programs. Furthermore, they used evaluation mainly to help decision making about projects. Consequently, the majority of NGOs focused their evaluations on results and were not concerned with creating spaces for self-reflection and learning.

The article describes the recent evolution of the Italian third sector, focusing particularly on its changing role in relation to welfare policies and on its contribution to the development of the provision of social services. In contrast with those considering the emergence and development of the sector solely, or mainly, as a consequence of decisions made by external actors, especially public institutions, the article shows a more complex and dynamic picture. The article demonstrates that the Italian third sector, although at the present time largely engaged in contractual services with the public sector, has maintained a level of autonomy that allows for continuous innovation both within and external to the social service sector. The Italian case supports the need for further debate on the role of the third sector in modern society.

Third sector organizations have always played a significant role in the supply of home support services in Quebec, but this supply of services attained a crucial development phase in 1996, with the creation of 100 or so domestic help social economy enterprises (DHSEEs). These DHSEEs complemented the supply of public services delivered by the Quebec state, thus de facto taking part in the dynamics of co-production of services in the context of a mixed economy including the third sector. However, beyond that co-production, these enterprises also have to position themselves in a process of co-construction with the state, that is, in the joint, partnership-oriented construction of public policy, which provides the framework for their participation in services of public interest. Analysis of this public policy thus shows that the situation of DHSEEs in Quebec has swung, depending on the period, between co-production and various types of co-construction. A number of restrictive budget policies and subcontracting practices adopted by the Quebec state, along with tensions among DHSEE groups, curtailed the development of a genuine co-construction process during the 2000s.

This article focuses on the nexus between the governance of U.S. nonprofit organizations and their ability to secure the resources necessary to effectively execute their missions. Different sources of nonprofit income are associated with alternative stakeholders. Viewing these constituencies as beneficiary groups, we consider how the particular mix of income sources influences the capacity of nonprofits to generate resources, especially if there is competition among stakeholder groups for control of the organization’s policies and practices. We then ask how nonprofit governance might be modified to improve the ability of the organization to generate resources through a regime of economic stakeholder governance.

There has been a growing trend for foundations to invest in capacity building to improve the effectiveness of third sector organisations (TSOs). However, understanding of what makes for effective capacity building is not well developed. This article contributes to the development of theory in this area through an in-depth examination of an innovative foundation, which has a longstanding history of capacity building with small- and medium-sized charities in the UK. The findings from this research are related to the developing literature in this field to extend an existing typology of approaches to capacity building and to develop and refine a number of factors that have previously been associated with successful capacity building initiatives by foundations. In particular, it argues that current prescriptions are too simple and that foundations face a number of tensions when pursuing capacity building programmes, which have to be managed and call for difficult judgements to be made.

This research explores the contributions of the sea turtle conservation movement in Baja California Sur (B.C.S.), Mexico, to the growth of associational life in the state. Mexico has historically been known as a country with a traditionally weak associational life. Yet, the activities of sea turtle NGOs and community groups presented a unique case study to better understand the social, political, and strategic factors that have contributed to voluntary civic engagement and the environmental successes of the movement. Through 799 interviews and surveys with public stakeholders, this research utilized Sabet’s (Democratization 2:410–432, 2008) focus on political opportunity, efforts to reform informal rules, and supportive social networks, as an explanatory framework to help describe the emergence of associational life. We found that the sea turtle conservation movement in B.C.S. has become accessible to a diversity of interests and individuals. We found unexpected results in the extent of federal environmental agency complaisance in regard to the involvement of NGOs in conservation programs and environmental policy decisions that have traditionally been the sole domain of the Government of Mexico.

The governance of civil society organizations (CSOs) is a crucial determinant of organizational legitimacy, accountability, and performance. International nongovernmental organizations (INGOs) are a subtype of CSOs and have received a lot of attention as actors in global governance. Research suggests that INGOs can follow a membership model, where the board is elected by the membership, or a board-managed model, where the board is appointed to represent major stakeholders. Following resource dependency theory, we argue that the choice between these two models depends on the INGOs different sources of funding and the degree of volunteer involvement: As donors and volunteers provide important resources, they are in turn granted the right to nominate board members or to sit on the board. In our quantitative study we show that individual members, regional member organizations, and governmental donors hold a stronger position in the governance of INGOs than philanthropists, foundations and volunteers. Our results inform research on CSO governance by highlighting the relevance of board nomination modes and by showing how CSOs can incorporate stakeholders into their governance mechanisms.

This article examines an experiential student workshop focused on state–voluntary sector relationships in the UK, which formed part of a postgraduate voluntary sector studies programme. The different group behaviours observed were instructive in illustrating how students, all working in third sector or related public agencies, perceive and have assimilated demands and practices of the external environment. These insights also highlight the value of experiential learning in higher education both for student reflection and research. The article adopts an interdisciplinary approach to examine some consequences of ideologies and behaviours associated with managerial culture permeating actions in this interactive setting. It combines critical discussion of non-profit organizations with group relations and learning theories, offering a different perspective through which to explore patterns embedded in inter-agency relationships. Consideration of ways that these patterns might be changed to improve the service environment in the voluntary sector has wider implications for research in this field.

Social entrepreneurship—a new business model that combines a social goal with a business mentality—is in a transitional phase, from a rough cowboy market to a more established market niche. This process results in two interconnected dilemmas for the social entrepreneur. First, how it can capture market share despite its role as an antagonist to current market values. Second, how it can prevent the loss of its own core values in the course of greater interaction with the incumbent regimes. Using a tool known from innovation sciences to analyse radical innovations, namely strategic niche management, and both survey data and interviews from actors in the Netherlands, this article shows that social entrepreneurs have an attitude that is still more in line with the cowboy market than with the new diplomatic role they are expected to take on. Subsequently, it provides recommendations on how to achieve this new attitude.

Nonprofit organizations, though rooted in civil society and primarily committed to value rationality, must work legitimately to influence political and economic systems. To a certain degree, therefore, they must adapt to the purposive logic of power and money. This study analyzes the way in which nonprofit organizational communications respond to such tensions, using a nationwide survey of editors-in-chief responsible for magazines issued by nonprofit organizations in Switzerland as the empirical basis. These magazines often function as steering tools targeted toward members, following the logic of power and there is less danger of them being “colonized” by economic logic. The results indicate that large organizations that rely on paid staff tend to cut their ties with civil society and the “lifeworlds” of their members.

Discussion about, and analysis of, the question of definition and the third sector and civil society more generally has developed to a significant degree in recent years. This paper can be located in a new phase of recent research, which seeks to attend to the historical, cultural and politically contingent nature of this domain’s boundaries. The process of constituting the sector is discussed as the product of new discourses of decontestation and contention within third sector policy and practice. It takes England as a case study, drawing on evidence and argument assembled by the authors in recent and ongoing research efforts, variously conducted with the support of the Third Sector Research Centre (TSRC) and the European Commission. The paper proceeds by discussing relevant literature; describing recent patterns of policy institutionalisation; and then tries to draw out more analytically how this process of constitution has been associated not so much with a stable and consistent set of definitions and constructs, but rather with unstable and changing formulations, which reflect the playing out of a dual process of decontestation and contention.

How can the internal governance of civil society organizations be conceptualized more adequately by accounting for the dual and simultaneous requirements of controlling and coaching in board behavior? Empirically, we seem to agree that effective governance of a civil society organization is crucial to its sustained viability. Conceptually, however, we observe a lack of consensus on how to best understand CSO governance. By critically juxtaposing two major theoretical lenses to conceptualize governance, namely, agency and stewardship theory, we identify a number of challenges when dealing with board–management relations that deserve our attention. While agency theory privileges controlling behavior, stewardship theory emphasizes the coaching behavior of boards. The purpose of this article is to offer a concept of governance that is informed by a paradox perspective advancing a subtler, more adequate conceptualization of board governance that accounts for these often conflicting demands on CSO governance. Drawing on illustrations from a longitudinal interpretive case study, we exemplify our propositions empirically. The article concludes with discussing the implications of our argument for CSO governance research and practice.
