To fully understand state policy outcomes or elections in the US, we need valid over-time measures of state-level public opinion. We contribute to the research on measuring state public opinion in two ways. First, we respond to Berry, Fording, Hanson, and Crofoot’s (BFHC) critique of Enns and Koch’s measure of state policy mood. We show that when BFHC’s analysis is performed using the same states and examining annual change, it validates the Enns and Koch measure and raises questions about the Berry, Ringquist, Fording, and Hanson measure. Second, we generate a new measure of state policy mood building on Enns and Koch’s approach. The new measure has even better properties than the previous measure and relates to state presidential vote and state policy liberalism in similar ways to Caughey and Warshaw’s measure of state economic liberalism. We conclude with recommendations for using the various direct measures of state public opinion.

During the most recent round of redistricting, many states have enacted a number of reforms to their mapmaking practices. One reform that has received increased attention in recent years is a ban on prison gerrymandering—the practice of counting incarcerated individuals in prisons instead of their home addresses. Eleven states drew districts while counting incarcerated persons in their homes after the 2020 Census. Though substantial research has investigated redistricting practices, far less attention has been paid to empirically examining the effect of prison gerrymandering on elections. We seek to fill this void by evaluating the effect of New York’s ban on prison gerrymandering on state legislative elections between 2002 and 2020. We find that altering how the prison population is counted, indeed, altered the electoral dynamics across the state.

In 2005, Missouri and Tennessee tightened eligibility for their public health insurance programs, resulting in widespread coverage losses. Leveraging county-level variation in subsequent disenrollment, I show that voters in Tennessee punished the incumbent governor for the Medicaid cuts. In Missouri, by contrast, disenrollment had no impact on the subsequent gubernatorial election but did increase support for Democrats in 2006 state legislative elections, possibly due to the strategic entry and exit of candidates. In both states, the loss of Medicaid coverage was associated with lower support for Democratic presidential candidates, although these declines appear part of a longer-term trend that preceded the coverage loss. The results speak to the potential political costs of welfare spending cuts and the electoral consequences of reducing income-targeted social programs.

State governments are tasked with making important policy decisions in the United States. How do state legislators use their public communications—particularly social media—to engage with policy debates? Due to previous data limitations, we lack systematic information about whether and how state legislators publicly discuss policy and how this behavior varies across contexts. Using Twitter data and state-of-the-art topic modeling techniques, we introduce a method to study state legislator policy priorities and apply the method to 15 US states in 2018. We show that we are able to accurately capture the policy issues discussed by state legislators with substantially more accuracy than existing methods. We then present initial findings that validate the method and speak to debates in the literature. The paper concludes by discussing promising avenues for future state politics research using this new approach.

Executives are important elites, and ideology is important to elite behavior, but measurement challenges and a focus on the presidency have kept scholars from fully exploring executive ideology. This article advocates studying US governors to learn more about executive ideology. It provides an overview of the data scholars can use to measure gubernatorial preferences, and highlights Bonica’s campaign finance-based ideology scores (CFscores) as offering the greatest coverage and allowing common-scale comparisons with other actors. As a validation exercise, I find that CFscores explain within-party variation in other measures and predict the decisions that governors make when in office. Then, I run a preliminary test of the substantive importance of executive ideology. Four models explain state policy liberalism as a function of executive, legislative, and citizen ideology. Gubernatorial preferences emerge as most predictive of the three. These results encourage greater investigation into the role of executive ideology in the policy process.

Do attempts to level the financial playing field lead more candidates to run for office? In theory, public financing should increase competition, presumably because additional funding from taxpayers motivates more challengers to run for office. I provide a novel test of this logic with data on all candidates running for state legislature across all US states between 1976 and 2018. The results suggest that public financing exerts a generally positive effect on the total number of candidates running for state legislative office and specifically increases the number of candidates running in elections for every additional year after the passage of public financing. This effect is amplified in states that offer greater amounts of public funds. I conclude that the availability of public financing can be an equalizing force in elections, and that state legislative elections continue to experience increased competition in the years after the introduction of public financing.

The examination of the interaction between the institutions in American state politics has long suffered from a dearth of data. This is the case despite the importance of understanding the separation of powers in the states and the specific effects on policy making and policy outcomes. In this article, I introduce a new, original dataset of court-curbing introductions by state legislators. The data include information on more than 1,200 state legislative bills that would restrict the power of the courts. In this article, I provide descriptive statistics for the data, employ the data to test hypotheses, and explain how this data may be used in future scholarly research on the interactions between state legislators and state courts.

The power of conference committees is well documented and studied by scholars of the US Congress. But little is known about politics of bicameral agreement within state legislatures. Leveraging variation across states, I explore the conditions under which legislative leaders prefer formal bicameral conference negotiations to informal talks to reach final legislative agreements. Deploying an original dataset of state legislative decisions between 2005 and 2018, I find that ideologically cohesive majority parties favor the use of conferences, disproportionately relying on them to reconcile bicameral differences on salient measures. Majority parties, however, refrain from going to conference in those assemblies that empower the minority party to select its preferred conferees. The interaction of chamber rules and partisan dynamics thus shapes the contours of legislative agreements in systematic ways across the states.

This work explores the ways that federalism exacerbates gender inequality among women by explaining the adoption of domestic violence laws across different states in the context of policy diffusion. Using an original dataset of domestic violence firearm law (DVFL) enactments across all 50 states in the United States from 1990 to 2017, we analyze the circumstances under which states will adopt these laws. Using a set of political and demographic indicators as independent variables, we find evidence that state and federal factors influence policy adoption. In particular, the number of gun-related homicides, partisan control of the legislature, citizen ideology, federal policy, and election years each influence the likelihood of DVFL enactments. We find support for the effects of vertical policy diffusion on initial enactment of federal laws in this domain, but not for reauthorizations, which raises important questions about the continuous influence of the federal government on state policies.

Representation frequently links state politics to policy. Current research, however, overlooks the interplay between bureaucratic and legislative representation and how local representation may be influenced by state policy environments. There is also a need to test current theories of state politics and policy, driven by the study of US federalism, in different national contexts to indicate how general such theories might be and to provide new insights into the study of US politics and policy. This article studies how gender representation and local policy implementation interacts with state environment factors to affect representation outcomes in K–12 education across 28 states in India. The research points to the generalizability of current theories of representation and state politics across national federal contexts, the conditional nature of the influence of bureaucratic representation on state policy implementation, and the need to better understand the interdependence of representation across political institutions.

Thousands of studies have examined party competition in the American states, finding significant consequences for voter turnout, policy adoptions, and more. Long-term patterns of party control have received less attention. Here, we reexamine the operationalization of party competition. We then update Klarner’s state partisan balance data to include state house and senate composition and gubernatorial vote share since the 1930s, adding—in light of the nationalization of American politics—presidential vote share and the proportion of Democrats in each state’s congressional delegation. After establishing a threshold for one-party dominance, we examine the frequency and duration of subnational party monopolies, highlighting regional variations in the relationship between the state and national measures and applying the index to voter turnout. Our analysis reveals that extended periods of one-party dominance – currently on the uptick – are the rule, not the exception, in the American states and are a phenomenon ripe for further exploration.

I examine the relationship between labor unions and voter turnout in the American states. Though it is well known that unions increase turnout directly, we know less about their indirect effects. Moreover, the indirect effects may consist of nonmember mobilization and aggregate strength. To examine the direct and indirect mechanisms, I analyze both state-level panel data and individual-level data with a multilevel approach. First, my panel analysis shows that unions are positively associated with turnout as expected. Yet, the association is observed only in midterm elections, but not in presidential elections. Second, more importantly, my individual-level analysis suggests that indirect nonmember mobilization and indirect aggregate strength are positively related to turnout, while direct member mobilization is not. The findings imply that the direct effects are limited and, thus, that decreasing levels of voter turnout due to recently declining union membership come primarily from indirect mobilization rather than direct mobilization.

Public mask use has emerged as a key tool in response to COVID-19. We develop a classification of statewide mask mandates that reveals variation in their scope and timing. Some US states quickly mandated wearing of face coverings in most public spaces, whereas others issued narrow mandates or no mandate at all. We consider how differences in COVID-19 epidemiological indicators and partisan politics affect when states adopted broad mask mandates, starting with the earliest mandates in April 2020 and continuing through the end of 2020. The most important predictor is the presence of a Republican governor, delaying statewide indoor mask mandates an estimated 98.0 days on average. COVID-19 indicators such as confirmed case or death rates are much less important predictors. This finding highlights a key challenge to public efforts to increase mask wearing, one of the most effective tools for preventing the spread of SARS-CoV-2 while restoring economic activity.

Enns and Koch question the validity of the Berry, Ringquist, Fording, and Hanson measure of state policy mood and defend the validity of the Enns and Koch measure on two grounds. First, they claim policy mood has become more conservative in the South over time; we present empirical evidence to the contrary: policy mood became more liberal in the South between 1980 and 2010. Second, Enns and Koch argue that an indicator’s lack of face validity in cross-sectional comparisons is irrelevant when judging the measure’s suitability in the most common form of pooled cross-sectional time-series analysis. We show their argument is logically flawed, except under highly improbable circumstances. We also demonstrate, by replicating several published studies, that statistical results about the effect of state policy mood can vary dramatically depending on which of the two mood measures is used, making clear that a researcher’s measurement choice can be highly consequential.

While many scholars and analysts have observed a decline in civility in recent years, there have been few examinations of how political, economic, and institutional structures may partially explain inter-state differences in these trends. We suggest three potential explanations: (1) institutional structures, such as legislative professionalism and gubernatorial power, have created different contexts in which legislators build and maintain inter-personal relationships; (2) partisan competition has led to less bipartisan cooperation and contributed to strained relationships between members of different parties; and, (3) economic inequity and change has contributed to economic anxiety among citizens, contributing to conflict in legislative bodies as elected officials attempt to navigate emerging policy challenges. To test these explanations, we develop an innovative measure of civility using a national survey of lobbyists and a partial Multilevel Regression and Poststratification (MRP) design. Findings suggest that there is some validity to all three explanations, and signifying that civility is at least partially a result of structural issues.

The American states offer a wealth of variation across time and space to understand the sources, dynamics, and consequences of public policy. As laboratories of socioeconomic and political differences, they enable both wide-scale assessments of change and studies of specific policy choices. To leverage this potential, we constructed and integrated a database of thousands of state-year variables for designing and executing social research: the Correlates of State Policy Project (CSPP). The database offers one-stop shopping for accurate and reliable data, allows researchers to assess the generalizability of the relationships they uncover, enables assessment of causal inferences, and connects state politics researchers to larger research communities. We demonstrate CSPP’s use and breadth, as well as its limitations. Through an applied empirical approach familiar to the state politics literature, we show that researchers should remain attentive to regional variation in key variables and potential lack of within-state variation in independent and dependent variables of interest. By comparing commonly used model specifications, we demonstrate that results are highly sensitive to particular research design choices. Inferences drawn from state politics research largely depend on the nature of over time variation within and across states and the empirical leverage it may or may not provide.

The COVID-19 pandemic has upended every aspect of American life. State governments responded quickly to protect public health and stabilize overwhelmed hospital systems. The most restrictive policy, the stay-at-home order, was seen by public health officials as a cornerstone of successful state mitigation strategies. But like many aspects of contemporary politics, support for these efforts took on a distinctly partisan hue. In this paper, I argue that party politics significantly affected state policy responses to COVID-19, which in turn limited mitigation efforts. To this point, I first demonstrate that Democratic governors were faster and more likely to adopt stay-at-home orders than Republicans. Next, using a synthetic control approach, I show that these orders caused residents to practice greater social distancing. Finally, I find that greater social distancing worked to “flattened the curve” by limiting the growth of COVID-19 cases. Together these findings show how party politics affected state pandemic responses and have important long-term implications as states begin lifting restrictions.

In this paper, we analyze how variations in partisan representation across different levels of government influence Americans’ satisfaction with the democracy in the United States. We conduct two survey experiments and analyze data from the 2016 American National Election Study postelection survey. We find that Americans are the most satisfied with democracy when their most preferred party controls both the federal and their respective state governments. However, we also find that even if an individual’s least preferred party only controls one level of government, they are still more satisfied with democracy than if their most preferred party controls no levels of government. These findings suggest that competition in elections across both the national and state government, where winning and losing alternates between the two parties, may have positive outcomes for attitudes toward democracy.

Party competition is foundational to the study of modern politics, affecting outcomes as varied as policy choices, political participation, and the quality of representation. Scholars have long argued that increased levels of party competition are associated with more liberal policy making. By this logic, parties in close competition with one another try to expand their bases of support by catering to the desires of those who tend to abstain from the political process—the “have-nots.” We extend this classic hypothesis by examining the relationship between competition and policy liberalism over several decades, articulating and testing a theory that suggests that party competition relates differently to social and economic policy liberalism. We find robust evidence that increased competition has a positive relationship with economic policy liberalism, weaker evidence for a negative relationship between competition and social policy liberalism, and suggestive evidence that the direction and magnitudes of these relationships have changed over time.

Recently, scholars of the lawmaking process have urged their colleagues to devote more attention to the potential impact of bill content on legislative outcomes. Heeding their call, this paper builds an original dataset of over 5,000 pieces of state-level legislation addressing issues that span the ideological spectrum. It compares proposals that challenge the authority of the national government in a specific domain to proposals that lack federalism-related implications and finds that the former, all else being equal, make less legislative progress toward enactment. In addition, it categorizes the measures that resist national laws based on the specific nature of the challenge they pose. Its analysis finds that measures that are inconsistent with existing national law but work within the law’s legal framework make more legislative progress than measures that seek to nullify the national law or that vow not to cooperate with it. It also confirms that sponsor characteristics such as majority status, the number of cosponsors, institutional rules such as hearing requirements, and state-level factors like party control of the state legislature affect how much progress proposals make toward enactment. Thus, the paper demonstrates the importance of legislative content as an explanatory factor and sheds light on the nature of intergovernmental relations in the contemporary United States.
