The Albanians are divided between three religions: the Catholics, the Orthodox, and the Muslims. The religious groups participated in the national development of the Albanians around 1900 each in its own way and in proportion to its own strength. As the majority group, the Muslims (70–80%) played the most important role. Most of the Muslims wanted to remain within the Ottoman Empire as long as their traditional rights were maintained, in spite of a strong desire for local self-government, but, as the Ottoman Empire declined, radical Albanian leaders stressing cultural and linguistic unity rather than religious unity were to gain the upper hand. The Albanian language, culture, and feeling of common blood played the most important roles in Albanian nationalism. The Albanian language in particular gave Albanians the feeling of belonging to the same nation.

The Western Balkans have seen rapid changes since the end of the violent conflicts in the 1990s. The European Union (EU) has been one of the main drivers for change, focusing on the political, economic and social transformation of the region to prepare the countries for membership in the Union. This introduction to the special issue will clarify the key terms and their interaction in the Western Balkans. EU enlargement has never before been this complex and inter-connected with processes of state-building and democratization. The focus on conditionality as the main tool of the EU in the region has had positive and negative effects. It can be argued that the EU is actively involved in state-building processes and therefore the term EU Member State Building will be used to explain the engagement of the Union with the countries in the region. This paper will discuss the concept of EU Member State Building, its potential and its pitfalls. It will be demonstrated that the stabilization of the region is unlikely to take place without an active role for the EU; however, the current approach has reached its limits and it is time to think about alternative options to integrate the Western Balkans into European structures.

This article describes and attempts to explain the reasons for the conservative and nationalist character of Polish schools. The author uses data from surveys, analyzes political programs, postulates concerning education put forward by conservatives, and quotes poems emphasizing national identity from textbooks used at schools to teach reading skills. According to the author, it can be observed that nationalists build an atmosphere of aversion to immigrants, which affects racism in the school hallways. The article also presents the phenomenon of so-called school chambers of national remembrance, which are part of patriotic rituals practiced by Polish society. The author emphasizes that nationalism is the basis for changes in history programs of study, which are part of the educational reform implemented by the Law and Justice (Prawo i Sprawiedliwość — PiS) government. The cultural soft power, which is used to make reality more “national,” complements the administrative and political hard power of the PiS party — both tools are used to create an authoritarian-nationalist vision of social order.

This article discusses the political success of the far-right Movement for a Better Hungary (Jobbik). Jobbik is usually depicted as owing its success to anti-Roma and anti-establishment sentiment, mobilized with the help of a paramilitary organization, the Hungarian Guard. With the examples of the party programs, the speeches of Jobbik leaders during marches of the Hungarian Guard, and the press releases of the party between 2008 and 2010, this article shows how Jobbik not only attempts to mobilize anti-Roma sentiment, but also tries to present itself as a party taking considerable interest in the economic issues of poverty and inequality triggered by capitalism. It also suggests that the party's success might in fact also be due to this focus on the economy, as well as due to increasing efforts on behalf of the party leadership to differentiate their positions from those of the main center-right party, Fidesz. This could explain how even though authorities banned the Hungarian Guard in July 2009, Jobbik nevertheless doubled its number of voters in the parliamentary elections of April 2010 (and achieved a further increase in absolute vote numbers in 2014) as compared to its electoral outcome in the European Parliament elections of June 2009.

Post-communist development in Russia has been characterized by the development of a dual state in which the constitutional order is balanced by the consolidation of an arbitrary prerogative state. This horizontal dualism has taken root in Russia's regions; and this is accompanied by the establishment of a form of vertical dualism in relations between the regions and the center. Attempts to overcome this form of segmented regionalism under president Vladimir Putin have been undermined by the development of Chechenization, which represents not only the repudiation of dualism in this republic, but threatens to undermine the precarious balance between the constitutional and prerogative states at the federal level as well. Chechenization has its opponents in Moscow as well and its fate is defined by the struggle between the factions at the center. The process of “separatism without secession” is a highly ambiguous one and reflects broader developments in the Russian state as president Dmitry Medvedev seeks to strengthen the constitutional pillar of the dual state.

Political leaders often use language as an instrument to establish their legitimacy. From the end of the 1980s, the Belarusian language became the symbol of Belarusian independence; however, it has never been the language of power. The language law of Belarus, which was adopted in 1990 and made Belarusian the official language of the state, appears to have been more a symbolic action for a new appropriation of power than the expression of a real political will. During perestroika political elites, mostly Russophones, preferred to rely on the language situation inherited from the Soviet system, in which the majority spoke Russian, rather than question a policy that could guarantee their popularity. When Alyaksander Lukashenka came to power in 1994, the gradual process of Belarusian language development was slowly reversed in order to integrate language policy into the continuity of Soviet practice. The promotion of the Russian language and the increase of discrimination against Belarusian have taken place along with the establishment of an authoritarian regime, which is based on press censorship, arrests of political opponents, and the monopolization of social, political, economic, and cultural activities. Faced with a direct threat to its existence, the Belarusian language became, as was the case during the Soviet period, a language of opposition and of counter-power. Belarusian leaders have tried to keep the Belarusian language and the discourses related to it out of power. The opposition, however, uses Belarusian as a political weapon against the regime, seeking to transform Belarusian into a future language of power. Considering the language as a crucial political issue, language policy is a way to manage and control not only the use of language, but also the discourse and the persons who are using it. In that context, language implies a speech, and the French distinction between langue and language is interesting in this respect. Language politics implies social and political representations of language and speech, which can be studied, analyzing the influence of political actors on these representations and the way in which they deal with the language problem.

Albeit often — and fairly — degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) — by sheer virtue of the populist and politicized nature of its essence — stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 — and the further developments this victory has generated — can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.

The conflict over Transnistria is a territorial dispute in which one of the conflict parties (Transnistria) seeks independence while the other (Moldova) aims to restore its full sovereignty and territorial integrity. For close to two decades, the situation has been stagnant: a cease-fire agreement signed in 1992 in Moscow between the Russian and Moldovan presidents at the time – Boris Yeltsin and Mircea Snegur – established a trilateral peacekeeping mission (Russia, Moldova, Transnistria) and a buffer zone along the Dniestr/Nistru River. Protected by these arrangements and an additional Russian military presence, Transnistria has developed into a de facto state of its own, albeit without international recognition and heavily dependent on Russia.

In the years since the collapse of the Soviet Union, the landscape of Armenia's capital has transformed tremendously. Promoting a new vision for the city, Armenia's political elites have imbued the urban landscape of Yerevan with narratives of modernization, progress and a renewed sense of nationalism. While this new vision is noticeable throughout Yerevan's landscape, it is most apparent in three places in the center of Yerevan - Opera Square, Northern Avenue and Republic Square. These three prominent places represent the vision that the Armenian elites have for the city of Yerevan, while at the same time serving as backdrops for the expression of a critical voice regarding the changing urban landscape from the local residents. These three places are compelling representations of the tensions and struggles that are present in contemporary Armenian society. In this article, I examine the symbols and narratives that Armenia's elites produce and promote in and via these places, and consider the complicated set of reactions from residents that have formed in response.

Scholars of nationalism knew about the role of memory and forgetting in nation building long before the contemporary boom of memory studies. Still, they can learn a lot from this relatively new research field. This article offers an overview of the literature on the politics of memory, focusing on different patterns of dealing with a dark past of genocides, civil wars, and political repressions, on the one hand, and on the observations derived from the recent so-called “memory wars” in Europe, on the other. Both issues elucidate a persistent role of nationalism in the contemporary world.

In this paper we explore, through the narratives and perspectives of “old residents” in post-Soviet Bishkek, the dominant discourse which has emerged towards rural migrants arriving to the city from other areas of Kyrgyzstan from the late Soviet period onwards. We investigate the existence of a primarily “antagonistic” discourse in relation to the migrants and analyze this in detail to understand how it illuminates wider concerns amongst residents about what is occurring in their city, and about wider processes of social change in Kyrgyzstan. The paper provides a revealing insight into the processes of urban change in post-Soviet Central Asia, and demonstrates the ways in which confrontation with the everyday harsh realities of post-Soviet transformation can lead to the negative “othering” of one group of urban residents by another. We also demonstrate how the “old residents”’ perceptions of migrants reveal important insights into emerging notions and constructions of identity in the post-Soviet period, related in this case to understandings of “North” and “South'1 and related concepts of what is “urban” and what is “Kyrgyz”.

This article discusses anti-war and anti-nationalism activism that took place in Serbia and, particularly, in Belgrade during the 1990s. It analyzes anti-war activism as aiming to combat collective states of denial. Based on fieldwork research conducted in 2004-05, and particularly on an analysis of interviews conducted with anti-war activists in Belgrade, this text closely analyzes the nuanced voices and approaches to activism against war among Serbia's civil society in the 1990s. The article highlights the difference between anti-war and anti-regime activism, as well as the generation gap when considering the wars of the 1990s and their legacy. Finally, this text emphasizes the role of Women in Black as the leading anti-war group in Serbia, and examines their feminist street activism which introduced new practices of protest and political engagement in Belgrade's public sphere.

There are two popular myths concerning the relationship between communism and nationalism. The first is that nationalism and communism are wholly antagonistic and mutually exclusive. The second is the assertion that in communist Eastern Europe nationalism was oppressed before 1989, to emerge triumphant after the Berlin Wall came down. Reality was different. Certainly from 1945 onwards, communist parties presented themselves as heirs to national traditions and guardians of national interests. The communist states of Central and Eastern Europe constructed “socialist patriotism,” a form of loyalty to their own state of workers and peasants. Up to 1989, communists in Eastern Europe sang the national anthem, and waved the national flag next to the red banner. The use of national images was not the exception, but the rule. From Cuba to Korea, all communist parties attempted to gain national legitimacy. This was not incidental or a deviation from Marxist orthodoxy, but ingrained in the theory and practice of the communist movement since its inception.

Nation-building is a process which is often contested, not just among different ethnicities within a nation-state, but also among the titular ethnic majority. This article explores the contested nature of the nation-building process in post-Soviet Kazakhstan through examining cinematic works. Utilizing a post-modern perspective which views nations and national identity as invented, imagined and ambivalent it identifies four discursive strands within recent post-Soviet Kazakh cinema pertaining to nationhood and national identity (ethno-centric, civic, religious and socioeconomic). Rather than viewing government-sponsored efforts of identity formation in cinema as a top-down process in which the regime transmits its version of nationhood and identity, the discursive strands revealed in this article illustrate there are varying understandings of what constitutes the nation and national identity in Kazakh cinematic works. Furthermore, the strand which focuses on the socioeconomic tensions of modern nation-building in Kazakhstan uncovers how film is used as a site for dissent and social critique of Kazakhstan's modern political condition. What the article illuminates is how discourses related to nation-building can be both competing and complementary and that nation-building is a fluid and transgressive process in which among the titular majority there is no fixed unambiguous understanding of nationhood and national identity.

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. Special attention is paid to the implications of this discursive shaping for the local artistic scene in Buryatia.

Independence forced Ukraine to face a set of statehood and nationhood challenges. State and institution building progressed quickly and effectively. In 1996 the country adopted a constitution and based its institution building on pre-existing ones. Having been a Soviet Republic, Ukraine's institutions were shaped well before 1991—if we exclude the Ministry of Foreign Affairs and the diplomatic corps. The country also diligently quelled Crimean separatism by granting a high level of autonomy to the region, with Kiev retaining control of financial matters.

The demographic composition of Kazakhstan after the fall of the Soviet Union presented a dilemma to the new Kazakhstani government: Should it advance a Kazakh identity as paramount, possibly alienating the large non-Kazakh population? Or should it advocate for a non-ethnicized national identity? How would those decisions be made in light of global norms of liberal multiculturalism? And, critically, would citizens respond to new frames of identity? This paper provides an empirical look at supraethnic identity-building in Kazakhstan – that is, at the development of a national identity that individuals place above or alongside their ethnic identification. We closely examine the Assembly of People of Kazakhstan to describe how Kazakhstani policies intersect with theories of nationalism and nation-building. We then use ordered probit models to analyze data from a 2014 survey to examine how citizens of Kazakhstan associate with a “Kazakhstani” supraethnic identity. Our findings suggest that despite the Assembly of People's rhetoric, there are still significant barriers to citizen-level adoption of a supraethnic identity in Kazakhstan, particularly regarding language. However, many individuals do claim an association with Kazakhstani identity, especially those individuals who strongly value citizenship in the abstract.

Recent political events have forced an examination of ideologies of populism and nationalism in politics. In this piece, I examine literature on the post-2016 political context to illustrate why the rise of identity-based politics has surprised analysts. An understanding of identity-based parties requires a focus on both the forms by which they navigate electoral and party systems, and the content of their rhetorical appeals to publics. I consider the electoral and party systems literature, and indicate some reasons that majoritarian electoral systems are more likely to foster the dominance of identity-based politics. In such systems, large parties might become weaponized by extremist elements, and lack the potential for checks from new parties. In addition, presidential systems lack a mechanism for no confidence votes, and might also have weak checks on an extremist executive. In terms of content, populism and nationalism might draw differing boundaries to include or exclude perceived elites. However, they can otherwise align in terms of their stances against “Others,” and against individualistic or technocratic stances that may fall under the label of “liberalism.” Nationalism and populism are not simply ideologies, but can be used as strategies by elites who can successfully deploy these mobilizing rhetorical appeals.

This paper is devoted to the Russian minorities living in Central Asia (nearly 10 million people in 1989, about 5.5 million today), and more specifically to the Russians living in Kazakhstan, who constitute the main Russian minority in the near abroad, apart from Ukraine. Unlike the Russians living in the other Central Asian republics, Russians in Kazakhstan created political parties. Kazakhstan even experienced some significant secessionist trends in the mid-1990s. Today, the political, social and economic situation of the Russian minority is rather different. Since about 2 million Russians have left the country, those who remain have tried to find their niche within the economic growth that Kazakhstan has experienced since the 2000s. The political parties and associations that represented the interests of the Russian minority have largely disappeared from the political scene. The “Russian question” no longer threatens to destabilize the territorial integrity of the country.

Much of the social science literature pertaining to the development of civil society in post-communist Eastern Europe focuses on the issue of religious pluralism, especially the relationship of religious minorities and new religious movements (NRMs) to the state and their established Orthodox churches. Their findings suggest that the equation of ethno-religious nationalism, cultural identity, and the state becomes a hindrance to religious pluralism and the development of civil society in these nation-states. As a result, social scientists depict these national churches, and in most cases rightly so, as being the caretakers and fomenters of ethno-religious nationalism in their particular states. A factor in this debate that is often overlooked, however, is the role of the local church in intra-ecclesial relations. Is the concept of the “local church,” which developed in the time of the Roman and Byzantine Empires, to be identified with the modern national church? If this is the case, these churches may be guilty of the sin of ethno-phyletism, which the Council of Constantinople condemned in 1872 in regards to the Bulgarian schism. Additionally, while the development of religious pluralism in post-communist society with the proliferation of Protestant Christian sects and NRMs challenges the religious hegemony of the national churches, even more problematic has been the issue of inter-territorial Orthodox churches in Eastern Europe. The existence of a plurality of national Orthodox churches in the same territory violates the ecclesiological principle of the “local church” as well as perpetuates the sin of ethno-phyletism. While some social scientists may laud the development of a multiplication of churches in the same territory, from an ecclesiastical standpoint such a multiplication denies the unity and identity of the Orthodox Church as the one, holy, catholic and apostolic Church, which it confesses to be. What social scientists have failed to discuss is this important self-understanding of the Orthodox churches, especially as it pertains to inter-Orthodox ecclesial relations. Only with this self-understanding of the church blended with the issue of ethno-nationalism can the problems pertaining to the relations and development of ethno-national churches be properly understood.
