The People's Republic of China's (PRC's) policy towards Africa in the 1990s has its roots in the crisis surrounding the Tiananmen Square crackdown on 4 June 1989, and the heavy and persistent criticism by the developed world levelled against Beijing's human rights record since that date. Previous to this, the importance of the African continent to China had become less and less important in the 1980s, as the Cold War underwent a thawing process and China's modernisation project demanded foreign investment and technological assistance. Though Chinese officials paid rhetorical lip service to such issues as South–South co-operation, the reality of the situation was that Beijing was mainly interested in maintaining intimate relations with those countries from which it could benefit economically. In stark contrast to China's position in the 1960s and 1970s, exhortations and propaganda grounded in Maoist foundations disappeared, for the ‘socialist modernisation’ project of Deng Xiaoping demanded economic investment and a non-conflictual approach to international politics. As a result, non-ideological relations with the United States, Western Europe and Japan based on expanding trade links and co-operation took a priority in China's foreign policy formulation.

Since the drafting of Uganda's anti-homosexuality bill in 2009, considerable attention has been paid both in Uganda and across the African continent to the political and social significance of homosexual behaviour and identity. However, current debates have not adequately explained how and why anti-homosexual rhetoric has been able to gain such popular purchase within Uganda. In order to move beyond reductive representations of an innate African homophobia, we argue that it is necessary to recognise the deep imbrication of sexuality, family life, procreation and material exchange in Uganda, as well as the ways in which elite actors (including government officials, the media and religious leaders) are able to manipulate social anxieties to further particular ends. We employ a discourse analysis of reporting in the state-owned newspaper New Vision, first considering how the issue of homosexuality has been represented in relation to wider discourses regarding threats to public morality and national sovereignty. Then, through fieldwork undertaken in Uganda in 2009, we explore three key themes that offer deeper insights into the seeming resonance of this popular rhetoric about homosexuality: constructions of the family, the nature of societal morality, and understandings about reciprocity and material exchange in contemporary Ugandan society.

In 1999, the year before Ghana's 2000 election, the country experienced a large, unexpected decline in aid. The incumbent National Democratic Congress (NDC) lost the election. Did the decline in aid hurt the NDC at the polls, or was it simply incidental? Using data from a national, World Bank-funded electrification project, this article shows that the NDC was able to allocate aid according to explicitly political criteria. The article also exploits a quasi-experiment in aid disbursements to show that electrification caused NDC voting to increase in the constituencies that received electrification. Pre-electoral aid fluctuations exert a modest but measurable force on voting patterns. These findings add weight to calls for donors to coordinate to reduce aid volatility. They also show that incumbent governments can allocate aid strategically to secure votes, even under the best-case scenario of strict donor monitoring in an established democracy.

Over the past ten years, Malawian peasant farming households have endured a number of material and life-threatening setbacks. The absence of subsidised fertiliser loans to farmers continues to trouble villagers a decade after their removal. Yields of both food and cash crops have been declining. Farming households' earnings from agricultural exports and remittances have decreased. The creeping and then intensified incidence of HIV/AIDS infection has led to widespread debility and death, compounded by a serious famine in 2001–03. During the famine and its aftermath, ganyu casual labour gained in importance as a source of income, especially for women and youth from poor rural households. Field evidence suggests that the highly exploitative contractual terms that employers offered widened the gap between the haves and have-nots, and fuelled the risks of contracting HIV/AIDS. Ganyu, representing an established form of labour based on mutual economic benefit between exchange agents stretching back over a century, has become synonymous with degradation and despair for the working poor.

The recent food crisis in Malawi has drawn stark attention to the failures of development policies over the last forty years to create wealth and develop a robust economy or the markets on which such an economy must depend. Current market liberalisation policies have achieved at best mixed success in addressing the generic problems inhibiting smallholder agricultural development: low returns to farmers' and service providers' investments, with high risks from natural shocks, price variations, coordination failure and opportunistic behaviour. Post-independence institutional mechanisms in Malawi were more successful in addressing some of these problems, in particular those of coordination risk, although external and internal difficulties led to increasing costs and declining effectiveness of these mechanisms, and to their collapse. They do provide, however, important lessons about the different failures of both market intervention and market liberalisation policies. We suggest and discuss a set of critical elements needed for economic development and wealth creation in poor rural areas, and propose four basic principles to guide the search for, and design and implementation of, effective rural development strategies and policies.

Angola's oil-fuelled reconstruction since the end of the civil war in 2002 is a world away from the mainstream liberal peacebuilding approach that Western donors have promoted and run since the end of cold war. The Angolan case is a pivotal example of what can be termed ‘illiberal peacebuilding’, a process of post-war reconstruction managed by local elites in defiance of liberal peace precepts on civil liberties, the rule of law, the expansion of economic freedoms and poverty alleviation, with a view to constructing a hegemonic order and an elite stranglehold over the political economy. Making sense of the Angolan case is a starting point for a broader comparative look at other cases of illiberal peacebuilding such as Rwanda, Lebanon and Sri Lanka.

Kenya's March 2013 elections ushered in a popular system of devolved government that represented the country's biggest political transformation since independence. Yet within months there were public calls for a referendum to significantly revise the new arrangements. This article analyses the campaign that was led by the newly elected governors in order to understand the ongoing disputes over the introduction of decentralisation in Kenya, and what they tell us about the potential for devolution to check the power of central government and to diffuse political and ethnic tensions. Drawing on Putnam's theory of two-level games, we suggest that Kenya's new governors have proved willing and capable of acting in concert to protect their own positions because the pressure that governors are placed under at the local level to defend county interests has made it politically dangerous for them to be co-opted by the centre. As a result, the Kenyan experience cannot be read as a case of ‘recentralisation’ by the national government, or as one of the capture of sub-national units by ‘local elites’ or ‘notables’. Rather, decentralisation in Kenya has generated a political system with a more robust set of checks and balances, but at the expense of fostering a new set of local controversies that have the potential to exacerbate corruption and fuel local ethnic tensions in some parts of the country.

This paper presents three propositions about tax collection by local authorities in Tanzania. First, revenue performance depends on the degree of coercion involved in tax enforcement. Reciprocity does not seem to be an inherent component of the state–society relationship in connection with local government taxation. Second, the extent of coercion depends on the bargaining powers of the stakeholders involved in the tax enforcement process. In particular, coercive tax enforcement is facilitated when the ‘bargaining powers’ with respect to tax collection favour the council administration, and the elected councillors have no direct influence on collection. Third, the presence of donors in a local authority may be crucial by changing the ‘balance of power’ in favour of the council administration, with implications for accountability, responsiveness and democratic development. These results may explain why widespread differences in revenue performance between local authorities are observed.

The Nile flows for 6,700 kilometres through ten countries in north-eastern Africa – Rwanda, Burundi, Zaïre/Congo, Tanzania, Kenya, Uganda, Eritrea, Ethiopia, the Sudan, and Egypt – before reaching the Mediterranean, and is the longest international river system in the world – see Map 1. Its two main tributaries converge at Khartoum: the White Nile, which originates from Burundi and flows through the Equatorial Lakes, provides a small but steady flow that is fed by the eternal snows of the Ruwenzori (the ‘rain giver’) mountains, while the Blue Nile, which suffers from high seasonal fluctuations, descends from the lofty Ethiopian ‘water tower’ highlands. They provide 86 per cent of the waters of the Nile – Blue Nile 59 per cent, Baro-Akobo (Sobat) 14 per cent, Tekesse (Atbara) 13 per cent – while the contribution from the Equatorial Lakes region is only 14 per cent.

Between 1952 and 2012, there were a total of 88 successful military coups in Africa. Of those, 63 occurred prior to 1990, and 10 cases since the adoption, by the defunct Organization of African Unity (OAU), of the Lomé Declaration in July 2000, banning military coups and adopting sanctions against regimes born out of this. The article shows that the African Union (AU) has followed in the footsteps of the OAU in this regard. Assisted by some African regional organisations and international partners, the combined effect of this policy of the AU – assisted by other factors – has been a significant reduction in the occurrence of this phenomenon. While not constituting a funeral arrangement for military coups in the immediate future, these developments – if they were to continue – may indeed make this eventuality achievable in the long run. But the article also reveals some challenges the AU is facing in ensuring this.

One of the casualties of the gruesome nightmare that is gripping Somalia has been the capacity to think historically and systematically about the nature of the malady, and to find practical ways of controlling the present in order to build a more sustainable future. As explained by Ahmed Samatar: ‘the fullness of understanding a given situation is [not] coterminous with the immediate and experiential.Rather, any visible elements of a particular reality are usually signals that other more discrete factors could be at work’. For far too long, those opposed to Siyad Barre's régime refused to go beyond the General and his constellation of clients to identify ‘the enemy’. Their unwillingness to engage in any hard-headed analysis and their hostility to critical scholarship has undoubtedly helped to condemn the very people they ‘wanted’ to liberate.

An extensive literature on the ‘resource curse’ posits that abundant natural resources ‘curse’ countries possessing them with negative economic, social and political externalities. Usually, scholars identify tangible resources like oil, diamonds or timber, rarely questioning whether other kinds of resources might have the same impact, and under what conditions. This paper examines how little-studied Djibouti's non-tangible resources – geo-strategic location and aid-inspiring poverty – have produced ‘curse’ effects; with an economy dominated by US and French military spending (and concomitant aid) and rents on trade passing to and from Ethiopia, tiny Djibouti suffers from this curse. It draws four conclusions. First, resource curse effects can derive from non-traditional sources. Second, leaders' policy decisions matter at least as much as the presence or absence of resources. Third, advanced countries' spending patterns in their less-developed allies often produce unintended consequences. Finally, even tiny countries can provide scholars and policy makers with new insights.

The August 1983 overthrow of Major Jean-Baptiste Ouedraogo by Captain Thomas Sankara in Upper Volta (now Burkina Faso), the New Year's Eve abrupt termination in Nigeria of Black Africa's largest multi-party democracy, and the decision by the Guinean army in April 1984 to remove their party leaders after the death of President Sékou Touré, illustrate two of the most salient realities of contemporary African politics: (1) military coups d'état are the principal form of régime change, and (2) they can happen under any type of political system–a functioning democracy, a personalistic civilian dictatorship, or an already existing military junta.1

This paper draws on the recent experience of Kenya and Zimbabwe to demonstrate how power-sharing has played out in Africa. Although the two cases share some superficial similarities, variation in the strength and disposition of key veto players generated radically different contexts that shaped the feasibility and impact of unity government. Explaining the number and attitude of veto players requires a comparative analysis of the evolution of civil–military and intra-elite relations. In Zimbabwe, the exclusionary use of violence and rhetoric, together with the militarisation of politics, created far greater barriers to genuine power-sharing, resulting in the politics of continuity. These veto players were less significant in the Kenyan case, giving rise to a more cohesive outcome in the form of the politics of collusion. However, we find that neither mode of power-sharing creates the conditions for effective reform, which leads to a more general conclusion: unity government serves to postpone conflict, rather than to resolve it.

Botswana has achieved rapid growth with stability since independence in 1966, largely through the supportive interrelations between an open market economy and a system of élite democracy, successfully blending ‘traditional’ and modern elements, and offering a range of fairly free and meaningful political choices. But growth, and the policies of a selectively interventionist state, have produced increasingly deep inequalities of property and incomes, posing problems for the stability of the political economy in future.

This paper examines the new styles of houses under construction in contemporary Tanzania and suggests that they can be understood as the material manifestation of middle class growth. Through an examination of the architecture, interior decor and compound space in a sample of these new houses in urban Dar es Salaam and rural Kilimanjaro, the paper identifies four domestic aesthetics: the respectable house, the locally aspirant house, the globally aspirant house and the minimalist house, each of which map on to ideas about ujamaa, liberalisation and the consumption of global consumer goods in distinct ways. The paper argues that these different domestic aesthetics demonstrate intra-class differences, and in particular the emergence of a new middle class.

Civil society has been a central force in political and economic reforms. The activities and even proliferation of civil groups have been seen by several authors as vital to the democratisation project and its sustenance. Only a few scholars have pointed to the roles that civil groups may play in undermining democracy and national stability. In Nigeria, civil society was in the vanguard of the democratic struggle, but recent events are pointing to the negative roles played by some civil groups in the construction of platforms for ethnic militancy and violent confrontation with other groups and the state. Based on evidence from three cases of civil groups, the paper identifies goals, methods, strategies and tendencies that indicate intense primordialism, militancy and violence. The study finds that in plural societies, civil society may become so parochial, divisive, divergent and disarticulative that it actually undermines democracy.

There 15 increasing evidence that social movements constitute an important repository of Africa's political practice. Émile Durkheim reminds us that although social facts, expressed in thought, feeling, or action, are derived from an environment external to the individual, they impose on him a route that he is obliged to follow. He suggests, therefore, that we study the public law that codifies existing political values and the sanctions that oblige obedience. The problem, however, is that formal institutions are sometimes unable to penetrate and impose their logic on social movements.

Certain historians are inclined to view the political awakening of Asia and Africa as part of an ongoing, world-wide, social revolution, previously inaugurated in Europe and America. In that perspective, colonial nationalism and its aftermath appear to involve primarily another ‘revolt of the masses’, another rising of the ‘great uwashed’, another ‘search for status’ by the lower classes of the world.

This article describes and analyses voter alignments in the new democracy of Ghana in two recent elections, 1996 and 2000. These elections are a part of the Fourth Republic that began with a ‘founding’ election in 1992, ushering Ghana into Africa's new wave of democratisation. First the size of the core voting population is established to be about 82% of the voting population, refuting the assumption that voting volatility in new and transitional democracies is always extremely high. A second conclusion is that core and swing voters cannot be distinguished by structural factors, whereas thirdly, the factors behind the party alignment of core voters are similar to Western patterns; primarily level of education, the rural-urban divide, income, and occupation. Finally, swing voters seem to be characterised by a conscious evaluation of government and candidate performance in a sign of relatively ‘mature’ democratic voting behaviour.
