Henrion de Pansey (1742–1829) is an important but neglected constitutional historian whose views on the French past served as a commentary on the unwritten and written constitutions of his own age. A feudal lawyer before the revolution and an appeal judge under Napoleon and the restored Bourbons, he published a variety of works combining liberal sentiment with judicial traditionalism. His career illustrates the shift of moderate conservative opinion across the revolutionary divide. The alteration in his political thought is best understood through its conjunction with the three historical modes prevalent in his time: a discontinuous approach, accepting the past as a series of different regimes interrupted by revolutions; a developmental view, charting the progressive growth of institutions from seeds planted in antiquity; and a fundamentalist habit of thought that saw change as decline from pristine perfection. The jurists of sixteenth-century France remained Henrion's most admired models, and he used his roseate vision of the early modern French monarchy as a sometimes critical commentary on the constitutions designed in his own day. In prerevolutionary days he recast the ideas of the sixteenth-century rationalizer of feudalism, Charles Dumoulin, into Enlightenment terms. After the revolution, De l'Autoritéjudiciaire (1810) depicted the moderating role of the judiciary as defenders of past constitutions, and formed an oblique commentary on Napoleon's civil code. Des Pairs et de l'ancienne constitution (1816) appraised the charter of 1814. It accepted a measure of popular participation in government, but held judicial expertise essential in legislation. Des Assemblées nationales (1826) shifted the emphasis from judicial oversight to the separation of powers and representative government, although Henrion, like Guizot and the doctrinaires, remained critical of popular democracy.

Chaos reigns – at least in the historiography of the Raj. It was once the consensus among historians that British imperial authority in the Indian subcontinent was secure for at least the century-and-a-half before the Second World War. Recently, however, this narrative has drawn a range of challenges. Prominently, Mark Condos and Jon Wilson have held that British imperial authority was chronically insecure. In their view, the irrational anxiety of generations of British officials produced a chaotic administration with minimal social purchase or ideological coherence. Instead of a confident state capable of acting as it chose, these historians have limned a psychologically embattled one incapable of acting except in the abstract, small scale, or short term. Their bold revision succeeds in dispelling the aura of indomitability that has often surrounded the Raj, and in directing attention to its overlooked discontents and weaknesses. Yet their characterization of the British regime as constantly and pervasively anxious is more an article of faith than a conclusion warranted by evidence. Nor do they explain how, if the regime suffered from permanent ‘chaos’ or ‘insecurity’, it managed to survive for some two hundred years. At the heart of Condos's and Wilson's approach is an effort to bypass texts that results, instead, in misreading them. It is largely by re-emphasizing rigorous textual methods, therefore, that Durba Ghosh offers a compelling alternative approach to the history of state vulnerability and disorder.

For imperial Britain, it has often been stated, the introduction and maintenance of the rule of law was a cardinal responsibility and indeed the great achievement of empire. But this is a view that has also been strongly challenged. For example, it has been argued that often at times of crisis, maintaining the rule of law collided with the primary responsibility of the colonial state to secure social order, with the state then turning to emergency measures, forsaking the rule of law and legal process. In the early 1930s, the colonial state in Burma faced a major rebellion, and indeed emergency measures were introduced to try the large number of rebels captured. However, this article, drawing on a substantial collection of files created by the trials and the appeals that arose from them, argues that, within that emergency regime, long-established legal processes were retained to a striking degree. In fact, the article concludes, at a time of severe challenge to the colonial order, maintaining the rule of law and legal process became still more critical in the colonial mind, for were it to be forsaken, those charged with running the colonial state would be forced to question its – and their – very purpose.

White Jamaicans developed a drinking culture that drew on British precedents, but which mutated in the tropics into a form of sociability different from how sociability operated in mid-eighteenth Enlightenment Europe, where civility was a much-aspired-to norm. In this article, I use works by eighteenth-century social commentators on Jamaica – Edward Long and especially J. B. Moreton – to explore how white Jamaicans developed a form of sociability which in Long was praised as showing Jamaicans as a generous and hospitable people but which in Moreton was described, more accurately, as a distinctive and unattractive form of debauchery, oriented around excessive drinking and sexual exploitation of enslaved women and free women of colour. The overwhelming importance of slavery in Jamaica accentuated the trends towards a debauched version of hospitality that stressed white male pleasure over everything else as a central animating value in society.

This article argues that projects to make Britain's imperial history visible to the public through the display of statues, the establishment of a history museum, and the renovation of historical markers solidified a colonial narrative about the British empire's permanence in India during the first two decades of the twentieth century, decades in which anticolonial unrest threatened the British occupation of the subcontinent. The monumental scale expressed permanence. An imperial aesthetic linked the cities important to showcasing the empire in Calcutta, New Delhi, and London. Contrary to mainstream assumptions that commemorations should be preserved for the sake of documenting history, these markers enacted a British story of triumph at a moment when mass campaigns against British rule were occurring. Coming at the end of a long nineteenth century of statue mania, when many European nations installed memorials to national heroes, the installation of monuments in India presented a colonialist public history of events such as the Black Hole incident of 1757 or the rebellions of 1857. Drawing from Viceroy George Curzon's ambitions in historical preservation and monumentalizing, the article shows how he stabilized a British narrative of India amid anticolonial campaigns of protest.

This article analyses the relationship between imperial expansion and popular visual culture in late seventeenth-century Venice. It addresses the impact of the military on the marketplace of print and examines the cultural importance of commercial printmaking to the visualization of colonial motifs during the 1684–99 war with the Ottoman Empire. Through a broad array of single-sheet engravings and illustrated books encompassing different visual typologies (e.g. maps, siege views, battle scenes, portraits of Venetian patricians, and representations of the Ottomans), the article re-examines key questions about the imperial dimensions of Venetian print culture and book history. In particular, it shows how warfare and colonial politics militarized the communication media, and highlights the manner in which prints engaged metropolitan viewers in the Republic's expansionist ventures. In so doing, the analysis demonstrates how the printing industry brought the visual spectacle of empire onto the centre stage of Venetian cultural life.

This article explores the relationships between ritual, material culture, and political authority in early modern Japan by focusing on the Japanese tea ceremony, a highly formalized socio-cultural activity elaborated from the customs related to the consumption of powdered green tea. The article analyses one of the Tokugawa Shogunate's annual processions, the so-called, ‘Travelling of the Shogun's Tea Jar’ – a ritual developed around the Shogunate's acquisition of its annual stocks of tea – which was formalized as one of the official annual events in the early seventeenth century. It argues that the tea ceremony became a part of routine business in the Tokugawa Shogunate and continued to perform its customary functions in supporting military elite's political life. In turn, the tea ceremony was authorized by shoguns and domain lords through public rituals and regular consumption. Consequently, the tea ceremonial practice was institutionalized in the shogunal administrations, creating a class of tea professionals and generating networks of tea providers. Moreover, the practice of tea was embedded in the everyday life of the warrior elite, both at the national and regional levels, until the final fall of the Tokugawa Shogunate in 1868.

In this historiographical review, I analyse recent works on the history of economic growth and provide a starting point for thinking about how this literature fits together as a discrete field of research. The questions being asked in these texts are relatively new, and as of yet no attempt has been made to identify the major themes that are driving this research. In putting these works into dialogue with each other, across the disciplinary boundaries of history, ecology, anthropology, economics, and political science, we can see that a new subfield of academic inquiry is emerging. Driven by concerns over climate change and rising economic inequality, this new research aims to understand the obsession with economic growth that has shaped so much of our contemporary world.

The structuring of time in the early modern period has traditionally been associated with a broad, European-led shift towards ‘accuracy’, and with it connotations of ‘modernity’. Yet, a fuller examination of the temporal world of early modern merchants challenges such a teleology. Taking as its focus the English East India Company (EIC), this article situates concerns for accuracy in the management of time (and with it profit) within a broader spectrum of temporal influences, including seasonal, indigenous, and embodied time. It draws upon the experiences of the merchant Isaac Lawrence (1639–79), whose trade began around the Mediterranean Sea but ended in the service of the EIC in Persia. Like many of his contemporaries in the Company, Lawrence died relatively young and in obscure circumstances; however, the survival of his personal papers through his brother William Lawrence affords vital insights into how time was observed, measured, and felt within mobile early modern lives. Read alongside Company records, Lawrence's experience makes clear the necessity of reading subjective temporalities into historical understandings of time within global frameworks.

Through an examination of the women's suffrage movement, this article reassesses the place of petitioning within late nineteenth- and early twentieth-century British political culture. While critical of their Victorian predecessors’ reliance on petitions, the Edwardian women's suffrage movement did not abandon petitioning, but reinvented it. Rather than presenting a polarized view of relations between suffragettes and suffragists, the article shows how both operated on a spectrum of direct action politics through petitioning. Militants and constitutionalists pioneered new, although different, modes of petitioning that underpinned broader repertoires of popular politics, adapting this venerable practice to a nascent mass democracy. The article then situates suffrage campaigners’ reinvention of petitioning within a broader political context. The apparent decline of petitioning, long noted by scholars, is reframed as the waning of the classic model of mass petitioning parliament associated with Victorian pressure groups. The early twentieth century was a crucial period for the reshaping of petitioning as a tool for political participation and expression through myriad subscriptional forms, rather than primarily through the medium of parliamentary petitions.

This article identifies the different roles played by women in the diplomatic corps of the Pera embassies of Christian-ruled states. It focuses on women operating in and from the Habsburg embassy during the last two decades of the eighteenth century, a period marked by the revolutionary wars and the beginning of the ‘Eastern Question’. Using a microhistorical approach, this article analyses how women facilitated the embedding of individual members of the diplomatic corps in Pera's diplomatic social scene, the social integration of young diplomats, and the development of the trans-imperial networks of influence upon which diplomats heavily depended. It shifts the focus from states to actors and invites a more systematic development of a diplomatic history based on networks of non-official agents, thus enabling an improved understanding of the family, social, and urban dynamics that led to the development of political elites. This article draws on a set of private sources and parish sources in order to emphasize the role of households in the diplomacy of empires, the agenda of women in the management of patronage and power networks, and the diversity of their social affiliation.

Joseph Priestley’s statement in his letter to the editor of the Morning Chronicle, 7 March 1793, that: ‘I am not, nor ever was, a member of any political society whatever, nor did I ever sign any paper originating with any of them...‘ seems to be about as unequivocal as it could have been made. It is true that these words were written in reply to Burke’s charge that Priestley had given ‘his name to the sentiments in the Correspondence of the Revolution Society in England with the Jacobin Societies in France’, but the charge was not new, and the danger to Priestley less critical than it had been at the time of the Priestley Riots in July 1791. In the absence of any evidence to the contrary, Priestley’s denial has been taken at its face-value, and even those who have had no sympathy with his point of view have been able to regard him as honest if misguided. Two letters recently discovered, however, shed new light on Priestley’s statement and suggest that he was less frank. The first, dated 27 June 1791, just over a fortnight before the riots, is from Priestley to James Watt, inviting him ‘as a friend of liberty civil and ecclesiastical’ to join the Warwickshire Constitutional Society.1 The second is a joint reply from Matthew Boulton and James Watt to Priestley’s invitation. This suggests that Boulton must have received a similar letter from Priestley to that sent to Watt.

The aftermath of Hosni Mubarak's forced abdication as president of Egypt in 2011 brought the culmination of a long-running debate over whether Western governments should engage with the Muslim Brotherhood. At the heart of that debate was the question of how to judge the Brothers: as ‘moderates’ with whom the US might do business, or as part of a movement ultimately hostile to American interests. As this article demonstrates, the idea of engaging in some form of dialogue with the Brotherhood is itself nothing new to United States diplomats. An examination of the Wikileaks cache of documents confirms that contacts of varying kinds have existed since the first half of the 1980s (with dialogue only abandoned for a brief period during the early years of the ‘war on terror’). Such contacts were a product of the normal, low-level political intelligence-gathering conducted by all American embassies; at no stage were they allowed to jeopardize America's key strategic alliance with the Mubarak regime. Nevertheless, the cables pertaining to the Muslim Brotherhood do reveal the limits of such diplomacy, with officials often struggling either to understand the character of the Brotherhood, or read the runes of its internal contours. In particular, the question of whether the Muslim Brothers should indeed be seen as ‘moderates ‘– and as suitable partners for the US – is shown to be one of enduring, but unresolved, concern. The history of this relationship thus serves as a crucial backdrop to contemporary debates and developments.

Beginning in 1689, England was struck by not one but three economic shocks. First, the war against France – Europe's greatest military power – attracted swarms of hostile warships and privateers that heavily damaged English maritime trade, while military expenses also led to a doubling of the tax burden. Second, wartime conditions and government mismanagement sparked a currency crisis in 1695–7 that halted much domestic commerce and caused a run on the recently founded Bank of England. Third, William III's reign brought rapid inflation in the cost of the necessities of life, especially food and fuel, which resulted in prolonged widespread hunger from 1693 onwards. Yet, these hardships have rarely received more than a passing mention in political histories of the Glorious Revolution and do not fit easily into the narratives of economic expansion in the later Stuart period. Close analysis of these ‘hard times’ demonstrates the limits of histories that emphasize long-term developments over short-term crises. Using evidence from a wide range of local and national archives, this article shows the impact of these shocks on the lives of ordinary people.
