The nucleus of the TUC Library was formed in 1915 with the establishment of the Labour Party Information Bureau. In 1922, a number of Joint Departments were set up by the Labour Party and the TUC, and Sidney Webb became the main advisor on the stock and organisation of the new library. In 1956, the TUC moved in Congress House in Bloomsbury, bringing the greater part of the stock with them.

The formation of the ILO in 1919 and contacts, particularly with the South African and Indian delegates, intensified the TUC's interest in labour conditions in British Protectorates. The new library began to gather material to service the Joint International Committee and the Joint Advisory Committee on Imperial Affairs. The formation in 1937 of a Colonial Advisory Committee led to a further organised attempt to collect African trade union literature.

In April of this year John Walford, Head of Modern Records at the PRO, gave a paper to the SCOLMA AGM on the preliminary findings of an investigation of the Zanzibar Archives covering their content and condition and proposals for their preservation. The essence of those proposals was a training/salvage workshop programme, which was carried out in Zanzibar from late July through August. The workshops were hosted by the Zanzibar Government and sponsored by the Commonwealth Foundation, the Leverhulme Trust and commercial firms in Tanzania, the UK, Kenya and Germany.

The programme comprised three concurrent workshops: Paper Conservation, Arrangement and Description of Documents and Archives Administration and Records Management. Each aimed to review or teach the fundamental procedures in its field, to provide practical supervised experience in dealing with real record problems and to achieve as much basic work on the records themselves as possible.

By a regrettable anomaly in our Association's practice, now removed, two distinguished historians who preceded me in this office — Roland Oliver and John Fage — were never called upon to deliver Presidential Addresses. So, with the exception of our first President (Dame Margery Perham) — whose historical writing achieves a distinction which few of us can hope to emulate, but who has been so much else besides — I find myself the first historian to discharge this duty. I feel somewhat as Lepidus must have done when invited to speak on behalf of the Triumvirate.

I suppose I should begin by claiming — as I think I can justly do — that historians have played a distinctive and important part in the development of African Studies during the last quarter century, and in the affairs of our own young Association.

One of the biggest problems facing the new gèneration of scholars currently dealing with European imperialism is the lack of information in the West about the location and availability of archival sources in Africa. Although Gloria Westfall's recent survey has done much to rectify this situation for the former French possessions, more detailed work remains to be done on specific countries. This is particularly true of Cameroon, where much has changed in the twenty years since the last published description of the official archives appeared.

This paper summarizes the procedures necessary for entry into Cameroonian archives holding material relating to the colonial period, discusses the facilities available to researchers, and gives an overview of the physical condition and types of records held at each site. In particular, the holdings of the Buea and Yaoundè sections of the Archives Nationales, the archives of the Catholic church and those of the Presbyterian Church in Cameroon are discussed.

In Uganda, records and archives management in government ministries, departments and agencies (MDAs) is the responsibility of the Ministry of Public Service through the Records and Information Management Department (DRIM). The Uganda National Archives is a section of DRIM. Officially, the Department's responsibilities include:

• initiating and developing records management and archives administration policies

• planning and budgeting for records management and archives administration programmes

• giving guidance in the management of current records, semi-current and non-current records

• co-ordinating the implementation of records and achives laws and policies

• developing guidelines and procedures for records and archives administration

• sensitising records creators and members of the public to enhance awareness on the importance of records

• designing career development plans for records and archives staff, ensuring that government organisations follow good records management practice managing public records in all media or formats, including digital records

The aim of this paper is to show how the development of colonial rule in Africa was reflected in the production of published documents by the colonial power. Its scope is restricted to British colonies in Africa - in the time available it really wouldn't be, possible to deal additionally with French, German, Spanish and Portuguese Africa, particularly as I know remarkably little about the publications produced in non-Anglophone African territories. I propose to run through the main categories of publications issued in British African colonies, with specimen copies mostly from Sierra Leone, whose colonial status was established early in the nineteenth century. I shall also have something to say about British official publications dealing with African territories.

It is a commonplace of discussions in this U.N. Population Year that in many developing countries the rate of increase of food supplies is barely keeping up with increase in population, let alone exceeding it to allow a higher standard of nutrition. Crop yields per hectare in many of these countries remain low to very low, yet in nearly all the heavily populated areas of sub-Saharan Africa, for example, crop yields on Government-financed agricultural experiment stations are appreciably higher than on farmers’ fields just outside their boundaries. There are, in fact, a number of examples of experiment station yields being up to 10 times as high under conditions where adequate farm inputs are used, such as improved seed, adequate fertiliser and pest control, and adequate farm machinery to ensure all farm operations are done on time.

Barclays’ international business was founded in 1925 as Barclays Bank (Dominion, Colonial and Overseas). The roots of the business lay in three 19th century banks: the Anglo-Egyptian, the Colonial, and the National Bank of South Africa. It had long been the dream of Barclays Chairman, Frederick Goodenough, to create an ‘Empire Bank’, and, by buying these three and merging them, that is precisely what he achieved. This article sets out to provide an overview of the collection and suggest avenues of future research.

This article describes the work of the Jalada Translation Project in promoting translation into and between African languages through networking, social media, print and digital publishing and in confronting issues of orthography and editorial process. The terms of debate have changed and multilingual publication is becoming more commonplace. The author asks where responsibility lies for African language publishing and raises questions for government policy and African philanthropy.

Several years ago I described the collection of the papers of James Phipps in the Public Record Office. This was based on a preliminary arrangement of these materials. Since that time these papers have been calendared and somewhat re-arranged. In addition they have been foliated, allowing for a greater understanding of the bulk of this collection, and for easier access and more exact description of specific kinds of data. Finally, my own use of the Phipps papers makes it possible to add some commentary that was not possible before. All of this makes it advisable - even imperative - to describe these materials once more, particularly since relying on my earlier account could mislead interested parties, especially those who may have recourse to the post.

Library standards for low-resource countries are intended to make it easier to set up and run a library even with few resources. The client for this thesis is COERESO (Cooperation, Equality, Respect), an association active in Rwanda. In order to develop an understanding of the conditions in low-resource countries, relevant sociological terms are defined. Then, based on the literature and on statements from school officials and students, criteria are created which serve as a basis for library standards. In addition, the standards and manifestos of IFLA and UNESCO were used as a source of inspiration.

Kwame Nkrumah, first president of the Republic of Ghana, and the scourge in his heyday, of what he termed “neo-colonialism”, is said to have had a painting displayed prominently in the main hall of his home. It is said to have depicted an outlined of a map of Africa in the midst of which an awakening black giant was shaking off his chains. Fleeing from the continent in terror were three pale Europeans: The first one grasped a suitcase, signifying the colonial administrator; the second in his white cassock, was, unmistakeably, the missionary; and the third was the anthropologist. This painting, needless to say, epitomized the feelings of most colonial peoples — at least those whose feelines could have any significant consequences — towards anthropologists and anthropology.
