The article has the main aim of utilizing the literature on “fragment urbanism” and case studies in infrastructure from the global South to question the notion—dear to the World Bank and the IMF—that the global South ought to follow the North’s lead in aiming at “the modern infrastructure ideal,” that is, a series of integrated nation-wide networks. That model suits certain needs—electricity, phone service, perhaps Internet—but it doesn’t always work, even if funding can be found, for many other infrastructure needs. What is often thought of as “informal” solutions may in fact deploy more site-specific and community-specific techniques and tools.

The article also shows that even in the global North’s most advanced capitalist countries, the lack of overall planning and the absence of needs assessments done before choosing which projects will go ahead mean that infrastructure provision and governance is far more fragmented than the “modern” ideal would suggest. The fact that major projects are usually financed separately, often having their own credit rating, encourages a way of non-evidence based planning that is rife for political interference in infrastructure decision-making. The “art of the deal” is in fact the model for infrastructure projects these days, not the ‘seeing like a state’ that characterized many projects in the post-World War II era.

This paper provides some personal reflections on my experiences as a project leader in four cooperative projects with colleagues from the Global South involving higher education institutions (HEIs) in seven countries—namely, Benin, Uganda, Ethiopia, Colombia, Palestine, Bulgaria, and Kosovo. The aim is to try to assess advantages and shortcomings of some of these funding programs in terms of their framing, structuring, and (limited) funding, and to provide some suggestions for ensuring better coordination of what constitutes an institutionally fragmented field. The focus of my reflections is on three related broad themes—that is, how to enhance international academic cooperation, improve academic mobility, and ensure better access to teaching and research materials for Global South HEIs. The paper first analyzes the issue of funding for North-South cooperation, then moves on to the enhancement of international academic cooperation, international mobility, and finally, the provision of better access to teaching and research materials.

Infrastructure in several economies in the Global South has rapidly undergone financialization, aided and abetted by governments opening-up their infrastructure assets to global institutional investors in search of stable, predictable revenue streams. This account of financialization could be the end of the story were it not for the fact that Christophers (2015) and others have shown that institutional investors are not simply in the game of ‘finding’ value or ‘harvesting it’ from obliging states, rather they actively construct it. What often catches the eye, however, are the more overt forms of financial engineering (Ashton et al., 2012), whereas what tends to go unnoticed are the ways in which infrastructure assets are routinely ‘worked’ to generate value over time. Here, we draw attention to a slower-paced financialization of infrastructure assets where, following Chiapello (2015, 2020), investors are engaged in a continual process of evaluation and revaluation of their assets to add value over and above prevailing benchmarks. Taking the example of Canada's Ontario Teachers’ Pension Plan (OTPP) and its extensive investments in Chilean water infrastructure, this article considers how a global investment fund draws on financial practices developed in the advanced economies to add value to long term infrastructure assets in the Global South. Such practices, we argue, enact a routine form of financial subordination which does not match the familiar image of wholly subservient and dominated dependent economies. Rather, the power asymmetries involved equate less to a zero-sum game and more to a game where the benefits are unequally shared between asset managers in the Global North and states in the Global South, where effectively the latter cooperate in their own submission in ways that are not always acknowledged as such.

In recent years, Asian criminology and Southern criminology have drawn scholarly attention to the profound divide between Western and non-Western societies, or the Global North and Global South, in criminological knowledge production. Perspectives from Asian and Southern criminology expose these divides and propose critical ways to correct the hegemony of Western over non-Western, or Northern over Southern, knowledge production. For the contemporary movement of decolonization of knowledge, a particular contribution of Asian criminology is to link Western and non-Western, or Northern and Southern, criminological science. As Sandra Walklate concluded, “Asian criminology … stands at the positive intersection of the north–south and east–west in terms of geography and culture. It is well placed to think differently, both conceptually and methodologically, about the criminological enterprise, and the debates that such different thinking might generate.” This article reviews the divide in criminology between the Global North and South. Based on the framework of the Asian criminological paradigm, Asian criminology has made major contributions to bridging the divide between the North and the South through academic institutionalization and theoretical development strategies.

The neo-liberal ideologies that point to individual responsibility for risks increasingly influence countries of the global North. The anti-ageing industry reflects this dictate and encourages middle-aged people to use their products and services to manage their ageing. However, given the negative connotations attached to the term ‘anti-ageing’, which is usually seen to focus on aesthetics and thus be a woman's concern, men may be likely to disavow being involved in such activities. The article uses interview data collected from men aged 42–70 from Finland and the United States of America to explore whether and how men adhere to the call to manage their ageing when such anti-ageing activities are seen to be potentially feminising. We find that these men reflected neo-liberalism in the sense that they felt that, although ageing cannot be prevented, it can be controlled. Also while they generally rejected anti-ageing products and services that they judged to affect aesthetics, they reported that they use those that they define as promoting health and performance instead. For them, masculinity is the instrumental focus on performance to the exclusion of beauty or attractiveness. Masculine anti-ageing bodily strategies must also be ‘natural’, involving hard work rather than the use of products, which they regard as never having been scientifically proven to enhance performance. Thus, in talk of their anti-ageing, men distance themselves from women.

In the United States, interest in urban farms and community gardens is flourishing, yet the urban home food garden (UHFG) and its contributions to urban systems have been overlooked and understudied. To begin to address this gap, we are conducting a mixed methods study of African American, Chinese-origin and Mexican-origin households with home gardens in Chicago, IL. Study methods include in-depth interviews, participant observation, ethnobotanical surveys and analysis of the chemical and physical properties of garden soils. As of this writing, findings indicate that home gardening has an array of beneficial effects, contributing to household food budgets and community food systems, the reproduction of cultural identity and urban biodiversity. The majority of informants in the study were internal or international migrants. For these individuals, gardening, culture-specific food plant assemblages and the foodways they support represent a continuation of cultural practices and traditional agroecological knowledge associated with their place of origin. The gardens of some migrant households also harbor urban agrobiodiversity with roots in the Global South. At the same time, gardens may have less salubrious effects on urban systems and populations. A lack of knowledge of safe gardening practices may expose vulnerable populations to environmental hazards such as soil contaminants. Gardeners in this study reported using synthetic chemical fertilizers and pesticides, sometimes indiscriminately, and the repeated application of synthetic fertilizers and compost may contribute to the nutrient loading of urban stormwater runoff. These effects may be moderated by the relatively low bulk density and high porosity of garden soils due to tillage and the application of organic matter, which can be expected to enhance stormwater infiltration. While the UHFG's potential contributions to urban systems are significant, outreach and research are needed to help gardeners grow food safely and sustainably in ways that contribute to overall ecosystem health.
