Scholars have studied the carceral state extensively. However, little is known about the ‘shadow’ carceral state, coercive institutions lacking even the limited safeguards of the carceral state. Pretrial incarceration is one such institution. It often lasts months and causes large resource losses. Yet it is imposed in rushed hearings, with wide discretion for bail judges. These circumstances facilitate quick, heuristic judgments relying on racial stereotypes of marginalized populations. We merge court records from Miami-Dade with voter records to estimate the effect of this ‘shadow’ institution on turnout. We find that quasi-randomly assigned harsher bail judges depress voting by Black and Hispanic defendants. Consistent with heuristic processing, these racial disparities result only from inexperienced judges. Unlike judge experience, judge race does not matter; minority judges are as likely to impose detention and reduce turnout. The ‘shadow’ carceral state undermines democratic participation, exacerbating racial inequality.
What is the effect of personal discrimination on the political engagement of ethnic and racial minorities? Existing research theorizes increased engagement, but evidence is mixed. The discrimination and political engagement link is tested across six countries: Canada, Denmark, France, Germany, the United Kingdom, and the United States. Interest in politics and political actions (e.g. protest and donations) show constant relationships: people who have experienced discrimination have more interest in politics and take more political actions. There is no clear evidence of different effects of political vs social discrimination. However, the link between turnout and discrimination varies systematically across countries: a positive correlation in three separate American datasets, but mixed and null in other countries. This may be the result of the distinctive American conflict over voting rights for racial minorities. The conclusion discusses priorities for future research, including a focus on establishing causal relationships and testing mechanisms.
This article sheds light on the factors that pave the way from voter abstention to voter turnout based on extensive research of tweets on national and local elections in Turkey. We find that the negative campaign strategy of the incumbent and the fact that the campaigning process has taken place on a very uneven playing field have triggered a set of emotions, primarily moral outrage and anger among the electorate, which have the power to change voting patterns in a significant way. The effect of negative campaigning on expressive voting was further enhanced by the pulling effect of the candidates and their public supporters and endorsements. We found that other, competing explanations of political outcomes are secondary to the mechanisms above.
The citizen-centered theory of campaigns improves our understanding of participation in the 2020 election. In this chapter, we show that people who dislike conflict participate at a much higher rate than people who are more tolerant of conflict. We also show that people who watched the September presidential debate, people who have higher levels of confidence in the election results, and people with more polarized views of the social justice movement are significantly more likely to vote in the general election. The citizen-centered theory of campaigns also informs our understanding of convenience voting. People who are more sympathetic to Trump are more likely to heed his message of forgoing mail voting and going to the polls on Election Day. Further, people who dislike conflict are significantly more likely to rely on mail voting compared to voting on Election Day. Finally, views about the important issues of the campaign affect how people choose to cast a ballot; people who are more concerned about the COVID-19 pandemic and people with more confidence in the integrity of the election are more likely to vote by mail than in person on Election Day.
How scholars conceptualize and measure the gender gap in mobilization can have profound consequences for substantive conclusions. Scholars typically refer to a difference between women and men's turnout (difference-in-proportions measure) or a fraction of women voters among all voters (proportion measure). Using the case of proportional representation (PR) reform in Norway, I demonstrate that, in the context of low men's turnout, the proportion measure indicates that PR narrows the gap, while the difference-in-proportion measure indicates that it widens the gap. This is because mobilizing fewer women than men widens the difference between women and men's turnout, but may constitute a greater proportional increase in women's mobilization compared to men when only a few men (and even fewer women) vote. These findings bring together seemingly opposing arguments in the PR-gap debate and have wide implications for the study of ‘gaps’ within and beyond gender scholarship.
This chapter demonstrates the political consequences of strong positive and negative partisan identity, including their effect on turnout, vote choice, and various other forms of political participation, among partisans in the United States, the United Kingdom, Sweden, the Netherlands, and Italy.
Since its introduction in the early 2000s, legislation relating to the voting rights of Italians abroad has enabled millions of residents of voting age outside of Italy to engage in homeland elections and elect their own MPs. The inclusion of Italian citizens abroad in the Italian polity has nevertheless translated into a patchy electoral engagement. This article does not intend to provide an analysis of the voting choices in Italy's overseas constituency. Instead, it delves into external vote dynamics to provide insights into overseas Italians’ abstention in parliamentary elections and referenda. After summarising the history of the introduction of Italy's peculiar model of external voting, drawing on the results of an online survey of Italians abroad, the article examines the factors influencing turnout, with specific attention to the eligible voters’ personal characteristics. It also focuses on the attitude of Italians abroad towards possible reforms aiming at increasing electoral participation. It concludes that country of birth and Italian language skills are among the most relevant variables not only to assess what fosters or inhibits external voting, but also to gauge the opinion of voters residing outside Italy about proposals to reform the procedures regulating the exercise of suffrage from abroad.
Given the enormous challenges they face, why do so many citizens in developing countries routinely turn out to vote? This Element explores a new explanation grounded in the social origins of electoral participation in emerging democracies, where mobilization requires local collective action. This Element argues that, beyond incentives to express ethnic identity and vote-buying, perceptions of social sanctioning from community-based formal and informal actors galvanize many to vote who might otherwise stay home. Sanctioning is reinforced by the ability to monitor individual turnout given the open layout and centralized locations of polling stations and the use of electoral ink that identifies voters. This argument is tested using original survey and qualitative data from Africa and Afghanistan, contributing important insights on the nature of campaigns and elections in the promotion of state-building and service delivery, and the critical role voters play reducing fears of global democratic backsliding.
Some scholars warn about democratic disaffection of young people potentially leading to processes of ‘democratic deconsolidation’. Conversely, others interpret young people's preference for non-conventional forms of participation as a manifestation of democratic renewal. We surveyed respondents from nine European countries and analysed differences in attitudes of opposition to democracy across age groups and how these preferences shape political mobilization. Our findings show that the youngest adult group is no less supportive of liberal democracy than older age groups. Second, although attitudes of opposition towards democracy decrease political mobilization, this association is independent of age. Thus, young people's critical views of democracy rarely translate into apathy for democracy. Finally, our results provide insights into intra-generational democratic attitude differences by showing how young people's individual attributes are likely to crystallize into different value configurations and patterns of democratic engagement over time but within specific contexts.
In recent decades, governments in many Western democracies have shown a remarkable consensus in pursuing fiscal austerity measures during periods of strained public finances. In this article, we show that these decisions have consequences for political polarization. Our macro-level analysis of 166 elections since 1980 finds that austerity measures increase both electoral abstention and votes for non-mainstream parties, thereby boosting party system polarization. A detailed analysis of selected austerity episodes also shows that new, small and radical parties benefit most from austerity policies. Finally, survey experiments with a total of 8,800 respondents in Germany, Portugal, Spain and the UK indicate that the effects of austerity on polarization are particularly pronounced when the mainstream right and left parties both stand for fiscal restraint. Austerity is a substantial cause of political polarization and hence political instability in industrialized democracies.
Research has shown that first-time voting experiences affect subsequent voting behavior, with salient elections boosting subsequent turnout and non-salient ones suppressing it. We challenge this view. Following research on the context-dependent nature of habit formation, we argue that all elections should affect subsequent turnout in elections of the same type. Comparing individuals that differ only in how salient their first eligible election was (Presidential or Midterm), we find support for this expectation. Individuals are more likely to vote for, and be interested in, elections of the same type as their first voting experience. Leveraging voting age laws in the US, we also show that such laws affect subsequent participation by changing the type of election individuals are first eligible for.
Most literature finds a detrimental effect of amalgamation on voter turnout in municipal elections. Some other studies reveal instead null or even positive effects. We argue that this inconsistency derives from the fact that previous research has only analysed the amalgamation/turnout relation in single case studies. The contribution of this article is therefore twofold. First, it proposes a unified framework to investigate the amalgamation/turnout relation in comparative perspective, which clarifies the shortcut between size and amalgamation, disentangles the multifaced nature of municipal amalgamation, and outlines clear testable hypotheses related to its implementation – both at the national and at the local level. Secondly, it provides an original 10-European-country dataset of municipal amalgamations in the last decades (comprising Albania, Austria, Denmark, Finland, Germany, Iceland, Italy, Luxembourg, the Netherlands, and Norway) to empirically verify such hypotheses concerning the effects of the amalgamation features on voter turnout. Our study crucially reveals the relevance of the characteristics of the amalgamation process. When the amalgamation is imposed by the national government, turnout is particularly low, similarly to when the amalgamation occurs independently from a wide reform scheme. On the other hand, municipal turnout after amalgamation is higher when a larger number of municipalities are merged and when the amalgamated municipalities had a similar population before being merged. Moreover, our empirical evidence confirms the importance of traditional second-order predictors of turnout in municipal elections, even with specific reference to the post-amalgamation elections. Conversely, in such elections, the overall size of the (final) municipality is not a significant predictor of voter turnout.
Electoral violence is perpetrated by anti-systemic actors opposed to the democratic system, as well as by those vying for power through the electoral process. Even though the motivations for violent tactics are distinct, we do not know whether intra- and anti-systemic violence differ in their effects. Focusing on state-level elections in India – a country that combines nationwide elections with persistent political violence – we demonstrate that the distinction is crucial for understanding spatial patterns of electoral violence and effects on election outcomes. Based on an original dataset of violence in legislative assembly elections between 1985 and 2008, we show that both tactics depress turnout overall but that the effect is larger for anti-systemic violence. Intra-systemic violence not only appears to be more selectively targeted, as it is more likely to occur in constituencies where the incumbent belongs to the state-level opposition, but also generates electoral benefits for the party in control of state government.
This study is, to our knowledge, the first quantitative analyses of the relationship between local print newspaper health and voter turnout in Canadian municipal elections. Municipal turnout is understudied in Canada, and the few studies on the topic overlook the role of local media. This cross-sectional study fills a gap in the literature by determining the relationship between local print newspaper health and municipal election turnout in a unique dataset of 233 populous Canadian municipalities. Results reveal a significant positive correlation between turnout and two measures of newspaper health: (1) the total number of newspapers per population and (2) the publication frequency of the largest newspaper in a municipality.
In this chapter I consider the consequences for political participation where an institutional change closes one avenue of political action. Since the early 1990s, multiple American states have ended closed party primary elections, rules that restricted participation to voters previously registered with the political party. I show that if participating in closed primaries is costly to voters, reforms to liberalize access to primary elections have different empirical implications for existing theories of political action than for intensity theory. I present a difference-in-differences research design and data to evaluate the different implications.
This chapter examines the relationship between moral trust in government and the choice of citizen-consumers to exercise voice and exit. We find that when faced with tap water failure, ethnic and racial minorities are less likely to voice their concerns to utilities due to their historical marginalization in the United States. This disparity in the likelihood of exercising voice is most prevalent among poor populations, with the effect especially pronounced among Hispanics. Further, we find that citizen-consumers who lack moral trust in government are more likely to consume bottled water, signifying exit from publicly provided services. Exit from public services has downstream political effects. Citizen-consumers who drink bottled water are less likely to engage in politics. As bottled water consumption increases, voting rates decrease. The consequences of declining trust in government and the turn away from public services strikes at the heart of democracy itself. When individuals do not trust government to provide basic services, there is little reason for them to engage in public life more broadly.
Conventional wisdom among scholars of Latin American politics holds that informal workers are less participatory and less left-leaning than formal workers. Relevant empirical findings, however, are mixed and in need of synthesis. This article provides that synthesis by conducting meta-analyses on the universe of previous quantitative studies of informality and the vote. It finds that informal workers are indeed less likely to vote than formal workers, but the effect of informality is small—just four to seven percentage points. It further finds that informal workers are more likely to vote for the left, not the right, but here the effect size is even smaller. Meta-regression analyses reveal that in countries where organized professional activity among informal workers is high, gaps in turnout between the two sectors are minimal. The article concludes that the conventional wisdom over-states the individual-level political consequences of labor informality in Latin America.
Can non-citizen enfranchisement policies reduce the turnout gap between citizens with an immigration background and native citizen voters? While increasingly common in practice, there are only a handful of studies on the political consequences of non-citizen enfranchisement on voter mobilisation. Here, we examine the impact of non-citizen voting (NCV) rights on the political participation of citizens with and without an immigration background. Focusing on Switzerland, we use high-quality household panel data (SHP) from 1999 to 2014, leveraging both longitudinal and municipal level variation of enfranchisement laws when identifying their effect on turnout. We show that NCV rights boost political participation overall, and it particularly enhances turnout among citizens with an immigration background. Our analysis adds to existing theoretical explanations and empirical debates on representation and political participation in diverse democratic societies with large immigrant populations.
