En la XXV Conferencia Internacional de la Cruz Roja (Ginebra, 23–31 de octubre de 1986), el CICR presentó un informe sobre la identificación de los medios de transporte sanitarios, incluido el cumplimiento dado a la resolución VIII de la XXIV Conferencia. En ese documento se ponía de relieve que, en un conflicto naval, la protección de los transportes sanitarios marítimos depende en gran medida de los medios técnicos disponibles en el ámbito de la identificación.
La XXV Conferencia reconoció la necesidad de esforzarse continuamente por adaptar los medios de identificación y de señialización del personal, de las unidades y de los medios de transporte sanitarios al desarrollo técnico y aprobó la resolution III: «Identification de los medios de transporte sanitarios»
