WHERE ARE THE ECONOMIC GUIDELINES COMING FROM?

Abstract

Economic guidelines recommend methods that should be employed in conducting economic evaluations of healthcare programs. The nature of theefficiency or equity goal underpinning economic guidelines isunclear. What is also unclear is how the methods recommended in theguidelines are linked to the underlying efficiency or equity goalbeing targeted. If it is unclear what efficiency/equity objectivesare being pursued, then it is unlikely that even full implementationof economic guidelines will improve resource allocation.
