In my last column I addressed some implicationsof September 11 for environmentalprofessionals (Environmental Practice,Volume 3, Number 4, December 2001).My concern was that government facilitieswould deprive surrounding communitiesof information. It turns out, however, thatthe problem may be of a different sort: theright-to-know provisions of several majorfederal laws. Under these laws, private companiesmust report emissions of toxicchemicals to state and federal authorities.
