A complete analysis of the fragmentary evidence for the Attalid fiscal system is presented, which aims to reveal those strategies of revenue seeking that were available to the kings after the territorial grant of the Settlement of Apameia. Generally, Pergamon’s direct taxes fell on communities, not landholders. The direct taxation of persons – poll taxes – seems to have been limited. The various forms of indirect taxation on movement, usage, and sale are analyzed, including the agoranomia of Toriaion. The personnel of tax collection in the Attalid kingdom are identified at two levels: the royal bureaucracy and the local tax farmers, who purchased tax contracts from polis authorities. Royal tax farmers as such did not exist. An assessment of taxation levels is offered. What becomes clear are the practical limits and enduring ideological framework within which the post-188 BCE Attalids attempted to expand revenues by deepening the incidence rather than the scope of taxation.
Religious networks were part of the Ancient Greek economy and formed the basis of the Greek expansion in the Mediterranean. From the archaic period onwards, emporia and port cities were cosmopolitan environments in which different rituals and cults coexisted. Sanctuaries hosted cults, which often supported the activity of traders, but they were themselves economic centers under the authority of Greek cities. The property of the gods soon became the basis of economic development, including building activity, lending, and renting practices. As business units, Greek sanctuaries easily attracted large numbers of people, especially during religious festivals. They facilitated the development of commercial activities thanks to their financial capacity. The interactions of a sanctuary thus created several forms of sociability not limited to trade with the gods. Through several institutional mechanisms, as for instance asylia, many Greek cities were able to make their sanctuaries protected places where common codes of behavior applied to all participants. Myths and cults also supported the initiatives of cities to build new networks.
The market in ancient Greece should be understood as a specific institutional construct, that of the city-state, which allowed its citizens to exercise private property rights guaranteed by law. By extension, free foreigners were also acknowledged these rights, which however extended to the private ownership of human beings (slavery). The city-state also created the conditions for an unusually high division of labour. Each city was a market space of its own, with its own rules and logic, which could include the control over sales margins and even sometimes the establishment of maximum prices for some perishable fresh goods. The network of hundreds of Greek city-states also created the conditions for the development of an original form of international market.
