Rethinking Colonial Legacies across Southeast Asia

  • This Element explores the significance of the Japanese wartime empire's occupation of Southeast Asia during World War Two for understanding the region's colonial legacies. It conceptualizes the occupation as a critical juncture that mediated the survival of American and European colonial institutions, and comparatively describes how, between 1940 and 1945, a wide variety of formal institutions for governing territories and people operated under the Japanese, who selectively kept or changed the existing arrangements of their Western predecessors, while sometimes introducing new ones altogether. The Japanese occupation, as such, generated different processes for transmitting pre-1940 colonial institutions into postwar and independent Southeast Asia. Building on new histories of the occupation, this Element offers an analytical framework that helps social scientists specify the mechanisms through which the long-run consequences of colonial institutions obtain in the context of Southeast Asia, while grappling more generally with what constitutes a meaningful rupture to historical continuity.

  • Background:

    Growing evidence suggests that direct oral anticoagulants (DOACs) may be suitable for cerebral venous thrombosis (CVT). The optimal strategy regarding lead-in parenteral anticoagulation (PA) prior to DOAC is unknown.

    Methods:

    In this post hoc analysis of the retrospective ACTION-CVT study, we compared patients treated with DOACs as part of routine care: those given “very early” DOAC (no PA), “early” (<5 days PA) and “delayed” (5–21 days PA). We compared baseline characteristics and outcomes between the very early/early and delayed groups. The primary outcome was a composite of day-30 CVT recurrence/extension, new peripheral venous thromboembolism, cerebral edema and intracranial hemorrhage.

    Results:

    Of 231 patients, 11.7% had very early DOAC, 64.5% early (median [IQR] 2 [1–2] days) and 23.8% delayed (5 [5–6] days). More patients had severe clinical/radiological presentations in the delayed group; more patients had isolated headaches in the very early/early group. Outcomes were better in the very early/early groups (90-day modified Rankin Scale of 0–2; 94.3% vs. 83.9%). Primary outcome events were rare and did not differ significantly between groups (2.4% vs. 2.1% delayed; adjusted HR 1.49 [95%CI 0.17–13.11]).

    Conclusions:

    In this cohort of patients receiving DOAC for CVT as part of routine care, >75% had <5 days of PA. Those with very early/early initiation of DOAC had less severe clinical presentations. Low event rates and baseline differences between groups preclude conclusions about safety or effectiveness. Further prospective data will inform care.

  • Summary

    This chapter asks whether the Sustainable Development Goals have advanced planetary ecological integrity, that is, strengthened policies towards the preservation of global commons at various levels of governance. We start with a brief account of the concept of planetary integrity, before engaging in a theoretical debate about the potential role of the Sustainable Development Goals in advancing planetary integrity, drawing on a literature survey. Finally, we assess the transformative potential of the goals for planetary integrity by focusing on governance interventions at international, regional, local and transnational levels. Our research shows that while the Sustainable Development Goals have raised concern about environmental protection, they do not motivate transformative change towards planetary integrity. Specifically, the literature raises doubts about the actual steering effects of the goals owing to their poor additionality with respect to existing environmental agreements, their inherent contradictions, and their weak ambition when it comes to planetary integrity.

  • Political scientists are increasingly using digitized documents from archives. This article is a practical introduction to doing digital archival research. First, it explains when and why political scientists use evidence from archival research. Second, it argues that the remote accessibility of digitized records provides new opportunities for comparative and transnational research. However, digital archival research also risks aggravating five types of biases that pose challenges for qualitative, quantitative, interpretive, and mixed-methods research: survival, transfer, digitization, and reinforcement bias at the level of record collection and source bias at the level of record creation. Third, this article offers concrete strategies for anticipating and mitigating these biases by walking readers through the experience of entering, being in, and leaving an archive, while also underscoring the importance of learning the structure of an archive. The article concludes by addressing the ethical implications to archival research as a type of field research for political scientists.
